DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $17million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Protection Specialist is responsible for overseeing the technical implementation of DRC’s general protection programming, focusing on general protection case management, evidence generation activities and integrated Individual Protection Assistance. The position also aims to support the strengthening of DRC’s community-based programming, contribute to improved Protection Information Management and protection mainstreaming across programming. The role will furthermore feed into the strategic development of DRC’s general protection programming in Lebanon.

Your main duties and responsibilities will be:

  • Technically supervise and ensure the quality of DRC’s general protection programming, including general protection case management, evidence generation activities and integrated Individual Protection Assistance activities;
  • Lead on developing capacity-building plans and implement trainings for caseworkers implementing general protection case management;
  • Support with quality assurance activities on case management activities, including case audits, and case reviews, and conduct regular quality checks in-field;
  • Technically supervise outreach methodologies and develop new approaches to ensure protection programming identifies the most vulnerable;
  • Represent DRC in relevant coordination mechanisms and community of practices related to general protection programming;
  • Lead the strengthening of community-based programming and capitalization of approaches and methodologies;
  • Follow up closely on contextual developments and identify knowledge and information gaps to propose new thematic areas of focus to research and programming;
  • Lead on developing, updating, and rolling out of data collection tools and methodologies including determining relevant sample sizes;
  • Work in close collaboration with other DRC sectors to support the development and implementation of needs assessment tools, including rapid needs assessment;
  • Support in producing unique and thematically relevant protection analysis and thematic reports in a timely manner highlighting key protection issues and trends in coordination with Protection Manager, Advocacy Specialist, RIMS, Area Managers, Head of Programs, and other stakeholders;
  • Monitor and review Protection Information Management systems, data collection methodologies and quality of information collected in order to improve Protection Analysis, in close collaboration with DRC Information Management, MEAL teams, and the Protection and Economic Recovery Manager;

About you

To be successful in this role we expect you to have at least 3-years’ experience in general protection programming, working for humanitarian organizations in complex settings.

Moreover, we also expect the following:

Required

  • Strong understanding of general protection case management and related protection minimum standards and principles;
  • Excellent understanding of community-based protection programming and community-based programming approaches;
  • Excellent knowledge of research/protection monitoring methodologies, experience in development and roll out of data collection tools;
  • Proven experience in protection analysis and protection programming, including familiarity with human rights and other international legal frameworks and ability to interpret, analyse and synthesize information in a face paced environment.
  • Fluency in English and Arabic is essential
  • Bachelor/Degree in Social work, Counselling, psychology international relations, social sciences, human rights, law, or other related field

Desirable

  • Master degree in social work and/or psychology, international relations, social sciences, human rights, law, or other related field
  • Experience in capacity building of teams including development of training materials
