Protection Rule of Law Manager (Dnipro)

Duty station: Dnipro, with regular visits to Kharkiv

Key working relationships: Position Reports to: Sn PRoL Manager, Ukraine Position directly supervises: Sr Protection Monitoring and Information officer, Sr Legal officer, Protection Cash Officer Internal collaborations within IRC: Women’s Protection and Empowerment (WPE) Manager; Child Protection (CP) Manager; Economic Recovery and Development (ERD) Manager; Health Manager; Partnerships Coordinator External collaborations to IRC: Protection and information services actors, organizations and agencies

The Protection Rule of Law (PRoL) Manager will implement IRC’s PRoL program in Ukraine that is responsive to emerging protection risks and needs related to the Ukraine crisis.

Specifically, the PRoL Manager will be responsible for: Program management and delivery: Lead PRoL program start-up (through direct implementation and support partners), including: Recruitment and training of PRoL staff where relevant Technical support, including preparation and facilitation of trainings, regular mentoring and coaching to partners and staff (as needed and requested). Training content may include but is not limited to response information services, protection case management, protection mainstreaming, protection monitoring, etc. Procurement planning and management Budget planning and management Development and monitoring of work plan Development and execution of monitoring and evaluation plans, in collaboration with the monitoring and evaluation team Conduct program monitoring to partners and to the overall PRoL programming Program internal and external report writing including but not limited to donor interim and final reports, weekly and monthly reports on program delivery and context… Regularly updating the program cycle management tools for internal tracking purposes Protection and context monitoring and analysis: Working with other sector teams, monitor unfolding events in Ukraine, specifically: Continually identify areas of displacement, high needs and emerging protection risks through protection monitoring approach, feeding into protection analysis and contextual background tools/briefs Conduct stakeholder analysis: continually review existing actor mapping with a view to establish/strengthen partnerships focused on the delivery of general protection services Program design: Based on emerging needs in Ukraine, work with PRoL staff and potential partners/partners to design quality and responsive protection interventions, specifically: Work with Sn Integrated Protection Coordinator and Sn PRoL Manager in the design and implementation of protection services, based on needs and context; which may include response information services, legal assistance, protection case management Facilitating, sessions with partners, other sectors, and other relevant stakeholders with the support from partnership team and the Sr. Manager Implementing and updating the response strategy to identified protection risks and needs, outlining a problem statement, response modalities, activities and required funding In collaboration with other protection streams and other sectors, ensuring complementary and aligned interventions, through partnerships and direct implementation Coordination & representation:Working with relevant stakeholders, including technical team, support the development of coordination system, specifically: Continually identifying strategic actors to strengthen protection response Participate in coordination mechanisms such as reoccurring meetings, UN Clusters, actor and service mappings Represent IRC in external fora, including in coordination such as the Protection Cluster, Information Management Working Groups, with donors and others Program quality:Support program quality through technical oversight and training, ensuring adherence to global standards, specifically: Develop/contextualize program tools and processes as needed with the support from Sr. Manager and technical advisors Conduct program monitoring with a view to support oversight of quality and report lessons learned back to adapt programming Identify the capacity development areas among PRoL teams and contribute to capacity development plan fo staff Deliver training sessions on PRoL topics and programs Integrate technical capacity sharing approaches into partnerships HR & Admin: Ensure HR related and administrative tasks are planned and delivered in a timely manner: Timesheets Performance management

Requirements: Language: fluent Ukrainian and English Degree in Law, Human Rights, Social Science, Humanities or other related field Experience in project management in fields of protection and/or human rights Experience facilitating group activities, trainings and workshops and mentoring others Experience in working in emergency programming settings Excellent communication skills Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries Positive and professional attitude, including ability to lead and work well in a team setting High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail Computer literate, including Microsoft Word and Excel
