Job Description

Background/IRC Summary:

Founded in 1933, the International Rescue Committee (www.theIRC.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.

Job Overview/Summary:

Under the direct supervision of the Senior Protection information management officer, the protection reporting Officer will be responsible for (and act as the focal point for questions, comments, and action points for follow-up.

Major Responsibilities:

Prepare reports for all protection activities, visits and campaigns in collaboration with senior protection officers on regular basis. In collaboration with protection information management officer, prepare reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators and achievements Work with Protection teams to ensure all programming activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes. Establish and maintain an information management system (dashboard) dealing with all data from protection monitoring and counselling activities, including data available on services and referrals with the support of information management team.. Ensure the timely submission of weekly and Monthly reports to the Protection Managers and Protection Coordinator, by compiling all information from the protection monitoring and information team, as well as a regular indicator tracking overview. Produce any other informational briefings or documents, as needed, for all protection interventions undertaken. Liaise with other IRC programming sectors to obtain detailed and reliable protection data and/or information on a weekly basis to complement the team’s protection monitoring data; Provide support on the grants Provide support on protection assessments and protection monitoring tools. Undertake other tasks as requested by the supervisor.

Other Internal and/or external contacts: The Protection reporting Officer will be expected to work closely with Protection Managers, Senior Protection Officers and MEAL Team to ensure accurate, comprehensive and up to date reporting.

Qualifications

Job Requirements:

Education:

• At least an undergraduate degree in a related field Work Experience:

• At least two years of prior professional experience in a similar position, preferably with an international organization.

Demonstrated Skills and Competencies:

  1. Belief in human rights, including gender equality.

  2. Demonstrated protection experience and understanding of working with vulnerable populations and basic humanitarian principles.

  3. Demonstrated information management experience, establishing information managements systems.

4. Excellent written reporting and oral communication skills in both English and Arabic.

  1. Ability to interpret, analyze and synthesize information in a fast-paced environment.

  2. Working experience with an NGO and/or international organization.

7. Good organizational skills, timeliness, ability to determine priorities and great attention to detail.

  1. Proactive, flexible, team spirited and willing to learn.

9. Excellent computer skills including MS Word, Excel and PowerPoint and experience with digitalization software is an asset.

Language Skills:

• Advanced English and Arabic language skills, oral and written.

Working Environment:

• Standard office work environment, with regular travel to the field locations and Misrata Office.
