CONTEXTUAL BACKGROUND

IRC working in coordination with the humanitarian community, the IRC currently addresses the needs of conflict-affected populations from several operational bases across Iraq. IRC’s activities focus primarily on the protection and legal assistance, cash assistance and livelihood, distribution of non-food items, education and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Syria, Iraq and the region that seeks to assist refugees, IDPs and war-affected people survive conflict and displacement.

Job Overview/Summary:

Under the direct supervision of the PROL Manager based in Kirkuk and the technical supervision of the Senior Protection Manager and PROL Coordinator, the Protection PSS Senior Officer will be primarily responsible for ensuring the overall implementation of the PSS program delivery using the IRC adapted MHPSS curriculum for adult men survivors of violence and conflict, while also providing technical and managerial guidance to PSS Officer(s) in delivering PSS for adult men survivors of conflict-related violence, abuse, ill-treatment, and torture. The Protection PSS Senior Officer will directly supervise the day-to-day work of the PSS Officers in Tooz, providing support on purchase of all PSS material needed for the provision of the PSS sessions and support the implementation of monitoring and evaluation tools.

Major Responsibilities****:

Project management

- With support from the PROL Manager and according to curriculum designed at the beginning of the project, the Protection PSS Senior Officer will ensure the implementation of the project, with plan and follow-up on the team’s movements, advise the team on the project implementation, follow-up on the project indicators, report on the activities, and interact with local authorities. - The Protection PSS Senior Officer will ensure that the project is delivered according to the curriculum that was designed, and that the team follows the instructions received during the initial training. Activities will be conducted with in accordance with the IRC developed activities for men in which the social worker will be trained and supervised. - The Protection PSS Senior Officer will provide technical and managerial guidance to PSS Officer(s) in delivering PSS for adult men survivors of conflict-related violence, abuse, ill-treatment and torture. - Ensure the purchase of all PSS material needed for the provision of the PSS sessions. - Participate in weekly / monthly reporting and planning meetings to ensure adherence to standards of care, quality PSS provision and reporting requirements are followed. - Support the implementation of monitoring and evaluation tools as well as program target achievement and report on problems in the implementation of the program. - Provide inputs to internal and donor reports on PSS program implementation and achievements.

Case Management

- Where men who are participating in psychosocial activities are identified as being in need of additional case management support the Protection PSS Senior Officer may be requested to support the social workers in assessing protection issues, developing and implementing case management.

Coordination

- Work alongside the PROL Manager to promote the value of MHPSS services with the local authorities and other partners. - Support the organization of community-based activities that promote shared resilience, self-help and peer support, including capacity building workshops and support groups. - Encourage referral pathways and support at the community level for common mental health issues by working with teachers, religious leaders and traditional healers, and by facilitating regular coordination/case discussion meetings with these stakeholders and their corresponding health facilities. - Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services. - Advocate with institutions, community and religious groups/leaders and other service providers to help beneficiaries access needed resources and services. - Receive referrals from different agencies, support creation of case plans for each case. Provide feedback of actions taken to other agencies when necessary (limited to whether or not a service has been provided). - Advocate on behalf of individuals and families to access services and support individuals and families to effectively represent their views, needs and capacities in all meetings affecting them.

Other

- Collaborate with the Protection team to ensure that very vulnerable individuals are referred to the Protection PSS Senior Officer for the provision of PSS. - Provide continuous feedback to the Protection manager, PROL Coordinator and Senior Protection Manager on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed. - Ensure compliance with IRC policies and protocols of confidentiality, respect and safety. - Perform other duties, as needed or requested by the supervisor.

Technical Support: PROL Coordinator, Sr Protection Manager, TU PROL/TU MHPSS

Position supervises: PPS Officer

Other Internal and/or external contacts: Head of Office, Supply Chain, HR and finance departments

Qualifications

· Demonstrated Skills and Competencies: Good understanding of humanitarian principles, good communication skills including ability to gain trust and build relationships with new communities., Basic computer skills including Microsoft Word, Excel and Power point, Experience in regular report writing.

Language Skills: High standard of spoken and written English. Arabica, Kurdish, and Turkmen is preferred.

Certificates or Licenses: N/A

1. College or university level education in psychology, sociology, social work or mental health or social work background preferred, or other relevant area. 2. At least 3 years of prior professional experience in a similar post. 3. Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation. 4. Good interpersonal, organizational, and time management skills. 5. Ability to maintain the highest degree of discretion. 6. Experience in training and capacity building necessary. 7. Proven word processing and report writing skills. 8. Ability to work in stressful work environments.
