Job Description
The Protection Program Manager will be responsible for overseeing the implementation of Women’s Protection and Empowerment and Protection and Rule of Law program activities in the Northwest region of Cameroon, monitoring program expenditures, managing human resources, including capacity building, and representing the organization in sectoral humanitarian coordination meetings.
The main objective of this position is to ensure the technical quality of WPE and PRoL program activities, including emergency programming within the IRC for the response and prevention of gender-based violence, including access to quality services, but also for the protection monitoring activities, protection case management, community based – protection approach, advocacy and capacity building for stakeholders.
Main responsibilities
Technical Qualifications
- Provide technical and administrative expertise for the WPE and PROL programs in accordance with best practices and IRC policies;
- Ensure that ethical and meaningful data collection and information management systems are in place for appropriate program analysis, planning, evaluation and advocacy with the WPE and PROL M&E component and donors.
- Provides technical guidance for Protection needs assessments and analysis
- Ensure efficient and effective program development and reinforcement.
1. Technical supervision and capacity development of staff and partners
- Maintain open and professional relationships with team members;
- Provide technical training to staff and refocus them on other ongoing capacity building opportunities
- Support staff in identifying capacity gaps of local partners, developing appropriate training modules, and conducting training to ensure quality service delivery.
2. Program Management and Implementation
- Responsible for the daily implementation of activities, ensuring planning for staff are developed weekly and that adequate support is provided for these staffs.
- Responsible for the overall implementation of field trip validations for WPE and PROL teams.
- Responsible for the development of project management tools and update of these tools on a monthly basis (spending plans, procurement plan, recruitment plan, work plan).
- Responsible for internal and external reporting of all program grants.
- Responsible for the quality of the implementation of the program's interventions in the field: carry out supervision missions in the field on a regular basis (safe spaces, health structures, communities).
- Responsible for the quality of data and the quality of the collection process on a regular basis: coordinate with the program's M&E Officers and Protection to ensure IRC accountability.
- Work closely with IRC Operations, Finance, Human Resources and Grants departments to ensure compliance with accepted requirements.
- Contribute to WPE and PRoL development, needs assessments and context analysis in the Northwest region in collaboration with the WPE and PRoL Coordinator., and of SWNW regions in collaboration with WPE and PROL teams based in the Southwest.
- Contribute to project development activities through planning and program planning with relevant field staff to ensure that technical standards are addressed prior to submission.
3. Partnership Management, Coordination and Representation
- Develop and maintain effective working relationships with local partners and NGOs.
- Advocate with partner agencies and other actors in the field to promote the provision of higher quality and inclusive protection and risk reduction interventions for women and girls.
- Coordinate with GBV focal points and all other GBV partners in the preparation of joint field missions and any necessary issues.
- Actively develop and maintain effective working relationships with key stakeholders, including donors, UN agencies, local and international NGOs, and other relevant actors, in consultation with Field manager, field coordinator and WPE and PROL Coordinators.
- In collaboration with PRoL coordinator and with Protection Co-Lead, participate in Protection cluster meetings in the region (or remotely).
- Participate regularly in GBV AOR meetings and other meetings at the appropriate level to address IRC priorities in the field and report to the PRoL Program Coordinator.
- Liaise with Protection M&E officer and PROL and WPE Senio M&E officers to collaborate in the transmission of 5W and GBVIMS data.
4. Financial Management
- Responsible for managing program budget in coordination with the WPE and PROL TC.
- Support WPE and PRoL coordination in the monitoring and control of expenditures, monthly planning of financial needs in conjunction with the IRC finance department.
- In conjunction with the program coordinators, develop spending plans and participate monthly to BvA meetings.
- Ensure that purchase requests and payments are done in accordance with the spending plans and budgets.
5. Human Resources Management
- Maintain a link between the team under his/her responsibility, the WPE and PRoL technical coordinators and the field manager and coordinator.
- Promote a proactive, pleasant and stimulating work environment, concerned with the well-being of staff and the achievement of IRC objectives.
- Directly supervise the WPE and PRoL teams in the Northwest regions.
- Proactively participate in the HR development of the WPE and PROL programs in collaboration with the HR teams:
· Ensure contract monitoring
· Ensure performance evaluation
· Conduct regular check-ins with each supervisee
· Ensure capacity building of Officers in supervision of their field teams
- Responsible for new hires in collaboration with HR and the Program Coordinators:
· Identify and anticipate HR gaps in the program
· Development of appropriate job descriptions
· Evaluation of CVs and shorlisting
· Elaboration of tests and participation in interviews
· Responsible for technical briefing
- Provide active support to the technical team in the organization and conduct of its work, in accordance with the priorities and schedules defined as a team and validated by the WPE and PROL program coordinators.
- Identify and report to the Field manager, Field Coordinator and WPE and PROL Program Coordinators on the capacity building needs of the team.
- Manage internal conflicts with staff.
6. Monitoring
- Monitor and consolidate weekly information and reports collected on staff activities.
- Ensure high quality IRC and donor reports on activities, indicators and successes .
- Ensure regular communication regarding the progress of field activities, challenges and difficulties in the implementation of the program between partners and program coordination.
- Write and share reports in a timely manner.
- Follow-up plan for field visits.
7. General
- Commits to the IRC Way (IRC Ethics)
- Commits to ensuring the optimal implementation of these policies in his/her work environment.
- Is available to perform any other ad hoc tasks deemed useful by his/her direct supervisor or by the IRC
Other duties
- Consistently and proactively assesses the safety of field crews, promptly reports incidents to IRC coordination, and liaises with other external parties as needed to maintain or improve the safety environment. - Other responsibilities as assigned by supervisor to improve and develop IRC programs. - Participate in various meetings held by the program and other business related meetings. - Perform any other duties or activities as requested by the supervisor. - Ensure that all activities are conducted in accordance with IRC operational policies.
Line Management
The Protection Program Manager is under the direct supervision of the SWNW Field coordinator based in Buea and the technical supervision of the WPE and PRoL Program Coordinators based in Yaounde.
General
· Must be committed to the IRC Way (IRC Ethics).
