CONTEXTUAL BACKGROUND

IRC working in coordination with the humanitarian community, the IRC currently addresses the needs of conflict-affected populations from several operational bases across Iraq. IRC’s activities focus primarily on the protection and legal assistance, cash assistance and livelihood, distribution of non-food items, education and women and children’s protection, and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Syria, Iraq and the region that seeks to assist refugees, IDPs and war-affected people survive conflict and displacement.

Job Overview/Summary:

Under the direct supervision of the Protection Team Leader and Protection and Rule of Law Manager, the Protection Officer is responsible providing protection services to vulnerable people, including conducting household and community assessments, make referrals, advocating to humanitarian partners, government and local authorities on the rights of vulnerable people, working with and training Community Representation Groups, meeting with local authorities, conducting training on core protection principles and protection mainstreaming.

Major Responsibilities:

1. Deliver series of psychosocial sessions as well as one-offs sessions to beneficiaries. Activities will be conducted with in accordance with the IRC developed activities for women and men and adolescent girls and boys in which the Protection Officer PSS will be trained and supervised. 2. PSS Case Management: Where beneficiaries who are participating in psychosocial group activities are identified as being in need of additional PSS case management services the which the Protection Officer PSS will assess protection issues, develop and implement case plans including full documentation of cases, follow up, individual psychosocial care and referral. 3. Work alongside the Protection Team Leader and Protection and Rule of Law Manager to promote the value of PSS services with the local authorities and other partners. 4. Support the organization of community-based activities that promote shared resilience, self-help and peer support, including capacity building workshops and support groups. 5. Encourage referral pathways and support at the community level for common protection issues by working with relevant stakeholders, and by facilitating regular coordination/case discussion meetings with these stakeholders and their corresponding health facilities. 6. Respond and mitigate protection concerns, including through referring cases of vulnerable people through safe referral pathways to other IRC departments (Legal, Cash, Child Protection, GBV) and other humanitarian partners, government services or UN agencies. 7. Meet with local authorities, government officials, community leaders, humanitarian partners and other relevant actors to advocate for the rights of vulnerable people. 8. Support with conduct training with key stakeholders on protection principles, vulnerability criteria and protection mainstreaming. 9. Work with the Protection Team Leader and Protection and Rule of Law Manager to network with UN agencies, INGOs, local NGOs, local authorities, and any other service providers in order to map service networks for referral 10. Prepare and send daily/weekly field reports planning meetings to the Protection Team Leader and Protection and Rule of Law Manager to ensure adherence to standards of care, quality PSS provision and reporting requirements are followed according to best practices in term of confidentiality and safety of beneficiaries. 11. Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program. 12. Daily upload all the protection activities PSS on CommCare system, in an accurate and timely manner. 13. All protection documentation should be archived in secure storage within the IRC office, within unique casefiles, to ensure confidentiality. 14. Perform other duties, as required by the supervisor in order to support the protection program.

Qualifications

· Demonstrated Skills and Competencies: Good understanding of humanitarian principles, good communication skills including ability to gain trust and build relationships with new communities., Basic computer skills including Microsoft Word, Excel and Power point, Experience in regular report writing.

Language Skills: High standard of spoken and written Arabic. And English and Turkmen is preferred.

Certificates or Licenses: N/A

1. Excellent understanding of protection principles, human rights, and case management. 2. B.A Degree in in Psychology or Social work background preferred, or other relevant area. 3. Approximately 2- 4 years of relevant working experience. 4. Previous humanitarian experience preferred. 5. Experience with working with IDPs, returnees and host communities. 6. Believe in human rights including gender equality. 7. Experience working at the community level and with groups necessary. 8. Experience working with people from different backgrounds.
