The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central, and southern governorates in the sectors of protection, gender-based violence (GBV), early childhood development, economic recovery, Child Protection, and emergency humanitarian assistance. Today, the IRC works in close coordination with the humanitarian and development partners in Iraq and local stakeholders to address the needs of Internally Displaced Persons (IDPs), Returnees, and Host communities. We operate in several governorates throughout Central and Southern Iraq, including Anbar, Ninewa, SAD, and Kirkuk, with additional offices in Erbil and Baghdad.

Job Overview/Summary:

The Protection Officer is responsible for protection activities in the areas of intervention, Ninewa, Mosul. The main tasks will be to monitor the situation in terms of protection of populations affected by the crisis, to conduct mapping for existing service providers and provide information to the communities through the organization of FGDs, KIIs, and HHAs. To work on case management, PSS, awareness raising, and refer the most urgent cases to the appropriate service. The Protection Officer will respect the principle of confidentiality of the information received during the activities. S/he will work closely with the Team Leader/Protection Manager, other Protection Officers, Lawyers, M & E Officer, and other mobile team members to provide a protection response during deployment.

Major Responsibilities:

1. Conduct case management activities to people who are vulnerable within our areas of intervention by following the IRC SoPs and policies.

2. Good experience on PSS to conduct sessions for the Identified people who will be involved and enlisted in this activity.

3. Monitor, asses, observe and report on key protection concerns and rights violations in the field to the Protection Team Leader and Protection Manager

4. Implement protection monitoring (HHA, KII, and FGD) through field visits in villages, camps and other informal settlements with persons of concern within the community and identify individuals at risk and humanitarian needs.

5. Refer cases of vulnerable people to other IRC departments (Legal, Cash, Child Protection, GBV) and other humanitarian partners, government services or UN agencies

6. Meet with local authorities, government officials, community leaders, humanitarian partners and other relevant actors to advocate for the rights of vulnerable people.

7. Conduct training with key stakeholders on protection principles, vulnerability criteria and protection mainstreaming

8. Conduct training with Community Representation Groups (CRG), and work with them regularly to build capacity and support their activities.

9. Work with the Protection Team Leader or Protection Manager to network with UN agencies, INGOs, local NGOs, local authorities and any other service providers in order to map service networks for referral.

10. Prepare and send daily/weekly field reports to the Protection Team Leader / Protection Manager, also raise any protection concern or rights violation noticed in the area, according to best practices in term of confidentiality and safety of beneficiaries.

11. Daily upload all the protection activities on CommCare system.

12. Perform other duties, as required by the supervisor in order to support the protection program.

Qualifications

1. B.A Degree in social work, psychology, law, or other relevant area. 2. At least two years’ experience in NGO/INGO. 3. Good communication skills including ability to gain trust and build relationships with new communities. 4. Experience with working with IDPs, returnees and host communities. 5. Belief in human rights including gender equality. 6. Experience working with people from different backgrounds. 7. Fluency in Arabic, good level in English. 8. good computer skills including Microsoft Word, Excel and Power point.

Demonstrated Skills and Competencies:

Language Skills: Fluency in Arabic and good level in English.

- Belief in human rights including gender equality. - Previous experience working in an NGO/INGO, especially protection sector. - communication skills; ability to convey information effectively and strong coordination with clients and local authorities. - Experience working with people from different backgrounds. - Experience working in case management and PSS is strongly preferred. - strong skills to establish positive working relationships with employees and all other stakeholders to maximize cooperation and productivity. - Good computer skills including Microsoft Word, Excel, Inbox and Power point.

T****his position will be based in Mosul with some visits to Sinjar if needed.
