Duty Station: Sittwe Office, Rakhine State

Report to: Protection Team Leader- Gender Based Violence Team Leader

Report for: No Direct Report but supervise Girl Shine mentors and Facilitators

Overall purpose of the role:

The Adolescent Girls Officer works as part of DRC’s team in Sittwe, under the direct supervision of the GBV Team Leader and guidance and technical support of the GBV Specialist. This position is based Sittwe with travels to field locations working with women and adolescent girls, communities, and displacement sites as well as in villages.

Sector Responsibilities:

Capacity building to field-based incentive workers, establishments of community-based protection groups in targeted locations and training them on community-based protection modules, Facilitation in development and implementation of community action plans by CBPG members, Regular follow up and review meeting with CBPG members, Capacity building and mentoring of CSO members.

Geographic scope: Area (Rakhine-Sittwe)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.

Responsibilities: Specific duties will include, but not be limited to:

The Protection Officer- GBV Officer is directly supervised by Protection Team Leader -GBV Team Leader and technically supervised and reports to GBV Project Manager and GBV Specialist. The Protection Officer- GBV Officer is responsible for support to all aspects of Adolescent Girls programming at Sittwe and Pauktaw townships.

The Protection Officer- GBV Officer supports a project design to equip Adolescent Girls in villages with the skills and experiences necessary to make healthy, strategic life choices as well as promote the safety, prevention of and response to violence against adolescent girls.

**ADOLESCENT GIRLS PROGRAM OVERSIGHT****:

  • Participate in assessments, and contribute to the overall intervention strategy based on feedback received from girls throughout the Adolescent Girls programming
  • Strictly adhere to GBV guiding principle while engaging with Adolescent Girls and their parents/care givers
  • Supervise and capacitate local community and mentors formally and informally to provide quality life skill sessions through training, daily mentoring, weekly meeting, and applying regular knowledge and skills assessment tools
  • In collaboration with implementing with community leaders, develop a selection criterion of adolescent girls to engage them in life skill curriculum sessions.
  • Support in contextualization and adaptation of “Girl Shine” Curriculum into villages and local community context.
  • Conduct Adolescent Girls Programming related capacity building training for mentors, community leaders, and parents/care givers.
  • Directly engage with adolescent girls and parents as required, and work with mentors to ensure the quality of the program.
  • Coordinate with Case Managers when there is a need to provide case management service for adolescent girls.
  • Assist in response related IEC and BCC materials, in collaboration with GBV team, ensuring messages are appropriate for the community and conduct pre-testing before dissemination.
  • Develop monthly and weekly activity plans for mentors with the support of GBV Specialist
  • Monitor supply and logistical needs of WGC safe space and ensure adherence to all relevant DRC logistic policies.
  • Build a relationship with community leaders, and parents/care givers in the villages and local community to encourage greater communication, collaboration and coordination.
  • Participate in monitoring and evaluation activities including in assessments and surveys.

GBV AWARENESS ACTIVITY ROLL OUT

  • Collaborate and support GBV Prevention team in rolling out of awareness raising campaigns, focus group discussions (FGDs) and other community engagement activities about violence and gender relations
  • Oversee the planning and roll out of awareness activities to commemorate days such as: International Women’s Day, International Youth Day and 16 Days of Activism
  • Oversee the recruitment of Field based Women Facilitators
  • Support and mentor WGC Facilitators for “Girl Shine Day” roll out

PROGRAM MANAGEMENT SUPPORT

  • Compile and edit weekly reports submitted by AG mentors, facilitators and submit them to the GBV Team Leader, GBV Specialist and GBV Manager
  • Collaborate with GBV IMO and MEAL Officer the indicator tracker for Girl Shine activities including Girl Shine Day on a monthly basis
  • Oversee the Monitoring and Evaluation of activities conducted in the Women and Girls Center
  • Draft quarterly reports to be submitted to the donor

ADMINISTRATION

  • Fill and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed
  • Oversee the documentation to process the payment of Field incentives
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources

Qualifications and minimum requirements:

  • Relevant degree (e.g. nursing, social work, gender studies, political science) or equivalent professional qualification

  • Minimum 2 years' relevant experience working with a humanitarian or development organization, with excellent references. A Demonstrated experience in working on women protection such as empowerment programs, reproductive health, counselling etc.

  • Willingness to serve women affected by violence on the basics of need regardless of their ethnic background. Specifically, prepared to work with both Rakhine Buddhist and Muslim communities.
  • Previous experience in working with communities, raising awareness, advocacy, engagement and providing services
  • Understanding of operational context in Rakhine State
  • Experience in counselling or sexual and reproductive health.
  • Ability to complete tasks before deadline
  • Computer skills, including knowledge of Excel
  • Excellent interpersonal and communication skills.
  • Prepared to work with both Rakhine Buddhist and Muslim communities.
  • Fluency in Burmese and English. Additional local languages would be an asset.

We Offer:

  • Start date of employment: 1 April 2022.
  • Contract: Until June 2022, including a probation period of 3 months. Possible extension based on budget availability and performance.
