DRC Libya is looking to recruit a qualified, flexible professional to work in Benghazi (with support in other locations) as Protection Officer – Community Based Protection (CBP).

The Protection Officer - CBP will participate in the implementation of DRC community-based protection activities, including information dissemination, awareness-raising and psychosocial support at both individual and community levels, and other related tasks. Activities are implemented for Libyan and non-Libyan populations in need of assistance.

Under the supervision of the Project Manager, and in close coordination with other DRC Protection teams and field units, the Protection Officer – CBP is an active member of the Protection field team, involved in different field-based activities related to community engagement. This includes strengthening DRC’s community outreach approach and engaging with Libyan and non-Libyan focal points. S/He will develop and maintain good relations with the rest of the Protection team, the persons of concern, relevant stakeholders, and other humanitarian actors.

Responsibilities:

Responsibilities will include, but not necessarily be limited to the following:

Programming & Operations

  • Under the supervision of the Project Manager, carry out community mapping exercises, effective community mobilization and engagement activities efficiently and according to the allocated budget and work plan.
  • In close coordination with the Project manager and the CBP assistant build on community engagement initiatives with a focus on the youth; share updates highlighted by the communities and community members on protection risks, concerns, and situational updates affecting populations of concern for management, program, and advocacy purposes.
  • Identifying information and awareness-raising needs and gaps related to protection and rights among target beneficiaries and communities.
  • Disseminate accurate and impartial information dissemination to the beneficiaries through individual, collective/group events, advisories, and leaflets.
  • Carry out information dissemination and awareness-raising activities among the IDP, returnee, migrant and refugee communities.
  • Lead the implementation of community empowerment and capacity-building activities with the aim of preventing and/or reducing protection risks and building resilience.
  • Use solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities.

Coordination and representation

  • In coordination with the Project Manager, represent DRC to a range of stakeholders including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
  • Collaborate and integrate with other DRC sectors during field implementation as needed and advised by the Project Manager.
  • Ensure interactions by staff with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.

Reporting

  • Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target areas.
  • Ensure proper use of tools and online platforms provided for effective reporting of activities and information management as relevant with high respect for data protection and confidentiality.

Operations support

  • Support the coordination of program activities as they relate to logistics, administration, finance, or security as relevant, in coordination with the relevant departments.
  • Ensure compliance with the relevant internal policies and directives.

  • As well as any other duties as may be assigned by the Project Manager, relevant to the achievement of Protection objectives.

About you:

  • 2-3 years of professional experience in the field of humanitarian interventions, human rights, civil society, communication, or community development, preferably with an international humanitarian organization.
  • Experience working directly with and knowledge of conflict-affected and/or vulnerable groups, including migrant and refugee populations.
  • Strong skills in communication and implementing community outreach activities.
  • Familiarity with international protection and human rights legal standards, and strong knowledge of migration and displacement contexts in Libya.
  • Solid experience in responding to the needs of particularly vulnerable individuals and groups using analyses of age, gender, diversity and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with individuals and communities and build trust.
  • Fluency in English and Arabic
