Overall purpose of the role: The Protection Officer (Case Management) is responsible for supervising the provision of case management services and individual protection assistance to individuals in need, including GBV survivors. S/he will ensure complete support including identification of those at risk, provision of psychosocial support, referral for specialized services, in line with global and DRC case management guidelines and standard operating procedures. S/he will act as the GBV focal person for DRC protection program in Gedaref and will support in the organization and facilitation of outreach and capacity-building activities, including GBV prevention interventions.

Responsibilities:

Programme

  • Supervise and coordinate the quality provision of case management and individual protection assistance in line with global SOPs and standards, including the interagency GBV case management guidelines, with the support of the Protection Team Leader and Protection Manager.
  • Effectively use and comply with all the tools, forms and SOPs related to case management as communicated by the Protection Manager. Comply with applicable professional standards related to protection and humanitarian interventions.
  • Provide capacity-building to the case management assistants, including through on-job training, field supervision and mentoring, and ensure that case managements assistants are abiding by the case management guiding principles at all times. Run weekly case review meetings with case management assistants. Support in providing case management services to complex cases.
  • Act as the CM and GBV focal person within DRC Gedaref. With the support of the Protection Manager and the Protection Team Leader, provide capacity-building to the community mobilizers, the protection team, other DRC program teams and relevant external stakeholders in Um Rakuba and Tunaydbah.
  • Operate in close alignment with referral pathways agreed at interagency level.
  • Coordinate closely with service providers to ensure survivors and individuals at risk of right violations are provided with high quality service provision (including medical assistance, mental health support and material assistance)
  • Ensure proper documentation of case data and information in line with the case management guiding principles, adhering to the confidentiality principle. Ensure to abide by all information-sharing protocols in place.
  • Ensure that individuals in need of protection services and/or assistance are timely and adequately referred to the relevant services. Conduct regular and systematized follow-up of all referred cases to ensure adequate service provision, reassess needs and potentially identify any new trends.
  • With the support of the Protection Team Leader and the Protection Manager, design and deliver specific GBV prevention interventions. Coordinate with the CBP/PSS team to conduct awareness and capacity-building activities, including on GBV, with communities in safe and suitable locations.
  • Conduct any other programme activities related to the provision of protection services and assistance as instructed by the Protection Team Leader and the Protection Manager.
  • Mobilize and build strong rapport with communities, adhering to dignified, culturally sensitive approaches.
  • Monitoring and reporting
  • Produce quality and accurate reports as requested by the Protection Team Leader or Manager
  • Accurately update the protection case management database ensuring adherence to data protection protocols
  • Maintain complete, accurate, and confidential case files to document client interactions and interventions using DRC tools, ensuring adherence to data protection protocols. Follow up with case management assistants to ensure all paperwork is properly filed in adherence with data protection and DRC protocols.
  • Participate in weekly and monthly work planning as directed by Team Leader and Manager.
  • Support the implementation of monitoring and evaluation tools and report on issues in the implementation of the program
  • Coordination and representation:
  • Collaborate with other DRC sectors and NGOs to ensure a coordinated and collaborative response to the provision of services and assistance for those benefiting from case management
  • Maintain effective working relationship with relevant stakeholders including partner agencies, community mobilizers, community leaders and service providers. Represent DRC in relevant working groups and coordination bodies (including the GBV SWG).
  • Advocate for the needs of vulnerable and at-risk individuals both internally and through coordination mechanisms through evidence-based advocacy
  • Support DRC site management in continuous updating of service mapping
  • Other:
  • Maintain positive work relationship within the team, and promote team-building efforts in coordination with case management assistants, Team Leader and Manager.
  • Ensure respect of DRC Code of Conduct
  • Participate in training and coaching as required on case management process, the relevant SOPs and the data filing and storing procedures.
  • Any other duties relating to the nature of the job as directed by the Team Leader or Manager

Experience and technical competencies: (include years of experience)

  • 2-3 years of experience in protection case work, preferable with a focus on GBV.
  • Ability to maintain confidentiality, respect, non-discrimination and safety of client at all times;
  • Strong understanding of basic counseling and psychosocial support concepts; previous training in these areas strongly preferred
  • Ability to discuss sensitive issues with respect and empathy
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Strong ability to organize work, meet deadlines, maintain composure, work independently, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Flexibility in working overtime and in challenging environments
  • Willing to collaborate with and support people from different ethnic groups and different religions
  • Demonstrated interest in humanitarian work and supporting people effected by conflict and displacement

Education:

  • Bachelor/Degree in Social work, Counseling, psychology or other related field (or relevant work experience)

Desirable qualifications:

  • Previous experience in international organizations
  • Previous experience providing case management services
  • Previous experience providing counselling and/or psychosocial support services
  • Experience with excel and database management

Languages:

  • Ability to communicate and write clearly in English
  • Tigrinya language skills desirable

Refugees, community mobilizers, community leaders, government representatives, UNHCR, partner organizations.
