Protection Officer

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Protection Officer.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

Overall purpose of the role:

Under the supervision of the Protection Project Manager and in close coordination with other DRC field units, the Protection Officer will support the daily operations in the area of intervention of DRC operations and Partners. The Officer will be 100% field-based, will develop and maintain good relations with the Persons of Concern (PoC), relevant stakeholders, and will support the implementation of DRC’s protection monitoring objectives and activities to provide timely and effective protection to persons of concern under the DRC project.

Responsibilities: (in bullet points)

The Protection Officer is responsibilities will include, but not necessarily be limited to realizatio of the following tasks:

  • Monitor and report on the refugees' situation at various locations in Moldova, with focus on Balti, Rezina, Ungheni, Ocnita, Stefan Voda, Dodnduseni, Sculeni, Leuseni and other locations as per request of the donor, DRC and reality needs.
  • Protection monitoring actions ensuring the effective profiling of persons with protection needs, prioritizing the most vulnerable and those hard to reach.
  • Master using of specific tool for border monitoring, observing and reporting on protection risks such as trafficking, detentions, gender-based violence (GBV), access to education, and other violations.
  • Identify vulnerable individuals and facilitate appropriate action, including internal and external referrals to other service providers per Interagency referral pathway.
  • Conduct protection profiling to understand risks and protection needs in specific areas or among particular groups.
  • Obtain an evidence-based understanding of risks, threats, vulnerabilities and capacities of refugees in the designated areas.
  • Contribute and support effective monitoring, evaluation and learning processes and initiatives, ensuring effective data and information management and contributing to regular reporting on protection activities, including reporting on general and major protection issues, as well as protection incidents.
  • In collaboration with the legal aid team provide appropriate and relevant information to asylum seekers and refugees regarding their rights and the services available to them.
  • Document all cases referred by DRC to other service providers, as per DRC and other humanitarian standards for referrals and data protection.
  • Collect and analyze both quantitative and qualitative data through household and individual surveys, focus group discussions (FGDs), key informant interviews (KIIs), direct observations, and thematic surveys.
  • Provide inputs on case studies, best practices and lessons learned from each of the activities implemented.
  • Maintain a focus on legal alerts and relevant elements for the protection of vulnerable categories.
  • Organize joint events with refugees and host communities for community harmonization.
  • Plan and conduct Focus Group Discussions (FGDs) as facilitator and/or note taker and drafting the relevant reports.
  • Plan and conduct Information Sessions as a facilitator and often in cooperation with external actors and specialists on different issues, based on needs and information gaps identified on site among the female population, including reporting duties and drafting relevant reports.
  • Design comprehensive reports and documentation of lessons learned and best practices to achieve project goals and activities.
  • Ensure timely submission of ad hoc, weekly, monthly reports, incl. inputs for quarterly reporting.

Collaboration and supervision

  • Report any major issues to the protection management.
  • Collaborate with DRC colleagues to resolve problems and issues as they arise at the intersectorial level.
  • Collaborate with other protection monitoring partners and national and local stakeholders to resolve problems and issues as they arise.
  • Ensure the observance of the DRC Code of Conduct throughout activity implementation.

Experience and technical competencies: (include years of experience)

  • Minimum one year of previous experience in working with vulnerable individuals.
  • Previous working experience with local or international NGOs will be considered as a strong advantage.
  • Experience in community-based or community mobilization work in a humanitarian context is a strong advantage, especially work experience with women and girls.
  • Strong computer skills.
  • High professional ethics.

Education: (include certificates, licenses etc.)

  • University degree in Social sciences, Social Work, Law, Refugee and Migration studies, Human Rights, International Relations, Psychology, Gender studies or a related field is preferred.
  • At least 1 year of previous experience (including volunteer) with vulnerable people, refugees and/or migrants (ideally with women).

Languages: (indicate fluency level)

  • Fluency in written and spoken English is required.
  • Strong language skills in Romanian and Russian or Ukranian.

We Offer:

Contract length: 8 months with the possibility of extension depending on funding.

Band: Non-Management, H
