Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a 2 highly qualified Protection Monitoring Officer, Under the supervision of the Protection Monitoring Team Leader, The Protection Monitoring Officer will be responsible for planning and coordinating all protection monitoring – and working closely with the Protection Coordinator and Protection Team Leader to ensure that all staff have regular information around any emerging trends within the protection environment.

About the job

The Protection Officer will participate in the implementation of all DRC’s protection objectives for Libyan and non-Libyan conflict and displacement-affected populations. The Officer is an active member of the protection monitoring field team and carries out a variety of field-based activities in line with Protection Monitoring principles and Standard Operating Principles (SOPs). These include but are not limited to individual interviews, key informant interviews, focus group discussions, direct observation, and community engagement. The Officer contributes, through these activities and other inputs, to the development of protection monitoring information sharing products. S/He will develop and maintain good relations with the Protection Officers and Assistants, community focal points, and beneficiaries Your main duties and responsibilities will be:

Responsibilities will include, but not necessarily be limited to the following:

Programming & Operations

  • Under the supervision of the Protection Team leader, carry out effective protection monitoring and assessment activities with efficiency and according to allocated budget and developed work plan.
  • Timely raise for and contribute to the update on the protection monitoring tools (including FGD, KII, and direct observation forms) used to carry out protection monitoring activities.
  • Monitor and share trends for analysis of the protection situation and environment in all areas of intervention for all groups of concern for management, program, and advocacy purposes.
  • Facilitate regular meetings with the Protection monitoring assistants to discuss findings from assessment/monitoring activities and draw initial analytical conclusions
  • Contribute to the regular development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Protection Team Leader or Project Manager.
  • Participate in the implementation of general protection activities in accordance with agreed objectives, such as outreach and information dissemination.
  • Implement DRC’s protection monitoring activities ensuring timely delivery of the agreed outputs, in accordance with international standards.
  • Share information to allow awareness of and response to developments, emergencies, and population movements through participating in rapid protection assessments, joint assessments, protection analysis etc. to identify protection concerns and needs to inform response.
  • Constantly monitor the provision of services in areas of operation, and report on findings to ensure highest level of access to services.
  • Mobilize and build strong rapport with community members through consistent engagement, adhering to dignified, safe, and culturally sensitive approaches.

Coordination and representation

  • Represent DRC to communities including community focal points, stakeholders, persons of concern and otherwise as delegated by the Protection Monitoring Team Leader and/or Manager.
  • Collaborate and contribute to coordination with other DRC sectors
  • Ensure professional standards and transparent communication so as to build trust and collaboration with concerned stakeholders.
  • Ensure interactions by staff with individual beneficiaries and community groups takes place in environments and ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work.
  • Support other team members, in particular Protection Monitoring Assistants to contribute to capacity building, learning, and development under direction of the Protection Team Leader.

Logistics/Finance

  • Contribute to planning and coordination of logistics and movements, including of other protection monitoring staff from and to different operational areas.
  • Support the coordination of program activities as they relate to logistics, administration, finances, or security as relevant, in coordination with the relevant departments.
  • Understand and comply of staff with the relevant internal policies and directives.

About you:

  • 2 years of professional experience in, humanitarian interventions, MHPSS programming, human rights, civil society, communication, or community development, preferably with an international humanitarian organization.
  • Experience in data collection, research, or analysis.
  • Strong skills in verbal and written communication.
  • Proven capacity to document, summarize and analyze protection data and to share information in a clear and systematic manner.
  • Experience in identifying and responding to the needs of particularly vulnerable individuals and groups based on fieldwork, protection, age, gender, diversity analysis, and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with communities and stakeholders.
  • Familiarity with international protection and human rights legal standards.
