GENERAL BACKGROUND

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated Protection Manager who will coordinate protection project throughout the country and report on a monthly basis on all protection activities.

About the organization

Danish Refugee Council (DRC) has been working in Bosnia and Herzegovina since 1992 and closed its office in the country at the end of January 2010. In July 2018, DRC re-opened its mission responding to the increasing and priority needs of Persons of Concern (PoCs) in close cooperation with the BiH Authorities. More specifically, DRC BiH focuses on improving the access to primary and secondary health care, including psychosocial and mental health services to PoCs, as well as on enhancing the overall protective environment for PoCs, with a particular focus on case management in SGBV and timely outreach response to the rights violations at the borders. DRC has its main office in Sarajevo and the activities are implemented in Una-Sana, Sarajevo Canton, and in Tuzla Canton.

Position: Protection Manager

Duty Station: Sarajevo, with frequent field visits to Una Sana Canton (USC), Tuzla Canton (TC), Zenica Doboj Canton, Herzegovina Neretva Canton (HNC) and Republic of Srpska (RS)

Period of engagement: until the end of March 2023 (with the possibility of extension subject to funding)

Basic functions: The Protection Manager will act as the technical lead on all refugee protection-related programming for the DRC protection response in Bosnia and Herzegovina. The Protection Manager will be expected, with limited support, to lead on refugee protection-related assessments, programme design and implementation and coordination with stakeholders. In addition, she/he will oversee the monitoring and evaluation of refugee protection activities and assist on relevant donor reporting. The Protection Manager will also be expected to play a leadership role within a response team, supporting and building the capacity of colleagues.

Reference: Protection Manager refers to the Country Director working in close coordination with other DRC Program and Support Staff.

Specific duties and responsibilities:

1. Management:

  • Manage and oversee implementation of all protection projects in Bosnia and Herzegovina. This entails daily management of staff and project cycle management;
  • Develop, coordinate, plan, implement, monitor and report on DRC’s Protection Programme for all the field operations;
  • Expand and update as needed the Protection response to refugees program strategy, conduct rapid needs assessments to identify problems/gaps to identify risks and vulnerabilities, including those related to gender, age and diversity;
  • Provide direction to and monitoring of staff in their daily work and implementation of their assigned activities to ensure adherence to work plans and quality standards. As part of this responsibility, support the protection team under your management to set clear objectives and to undertake performance evaluations;
  • Staff Performance Planning- Supervise program teams ensuring that they all have and follow thoughtfully developed performance and development plans;
  • Monitor staff working hours, complete performance review with staff, ensure respect of DRC Code of Conduct;
  • Staffing Structure and Recruitment –Contribute to the development of organizational charts, job descriptions, and recruitment processes that support clear and realistic expectations from protection staff.

2. Technical Support:

  • Provide technical support, supervision and guidance to the protection team, and ensure that staff adhere to best-practices and professional standards and principles through capacity-building and on-the-job coaching with particular attention to participatory methods, confidentiality, maintaining a respectful dialogue with refugees at all levels and a rights-based approach;
  • Identify technical gaps in the program and identify/implement solutions to address these gaps; ensure an adaptive and needs-based programming approach, by re-prioritizing DRC protection engagement and team deployment(s) based on changes in the external operating environment;
  • Act as focal point for DRC protection partners in USC/SC/TC/RS, while leading the implementation of the agreed technical capacity building and coaching plan;
  • Analyse protection gaps and design and update DRC’s BiH’s Protection strategy in line with current the context;
  • Provide technical guidance on the implemented protection interventions to ensure quality and adherence to national and international protection standards and guidelines as well as DRC protection policies;
  • Lead and contribute to protection assessments in collaboration with other DRC teams as well as inter-agency initiatives;
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy;
  • Undertake regular quality control and site monitoring to ensure that DRC’s protection services are provided in accordance with international best practice standards;

3. Grant Implementation and Reporting

  • Ensure the implementation of protection programming and protection-related grants, including appropriate and timely spending plans of grants to achieve program goals, grants reporting contributions, use and distribution of supplies and resources, in accordance with agreed strategies, principles, implementation plans, and donor requirements;
  • Ensure appropriate monitoring and evaluation of protection activities to guarantee effective implementation according to CHS standards;
  • Proactively manage project budgets to ensure that project expenses are in-line with project proposal budgets and donor regulations;
  • Provide field-related inputs for protection proposals during the proposal development process.

4. Sector Coordination and representation

  • Together with the Head of Programme and Country Director, coordinating and liaising with donors and other stakeholders to ensure a participatory, transparent and coordinated approach;
  • Ensure regular communication and coordination with Global Protection unit (HQ)
  • Ensure Protection representation within the Protection Working Group and other technical groups.
  • Represent DRC as co-lead of the National Outreach Working Group

5. Monitoring & Evaluation

  • Oversee and ensure achievements of targets according to DRC and donors’ requirements through overall management of the protection programming (through the use of indicators performance trackers and project MEAL tools)

Qualifications & experience required

  • University degree in law, international law, international relations, political science, social work, or another related field or commensurate work experience;
  • Master degree in related studies would be an advantage.

Work experience

  • At least 5 years of experience in working in Protection sector, implementing and developing Protection programs in emergency and/or mixed migration environments;

Key Competencies

  • Proven experience working in emergency settings;
  • Experience in organizing and facilitating capacity-building initiatives, including trainings for colleagues and partners
  • Excellent interpersonal and problem-solving skills, diplomacy skills, flexibility and pro-activeness
  • Strong planning and time management skills;
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Above average computer literacy (incl. Excel);
  • Thorough understanding of best practices and strategies in protection programming (general protection, PWSN, legal, GBV, Child protection);
  • Significant knowledge of International Human Rights and Refugee Law;
  • Experience in training facilitation and inputting to training contents;
  • Fluency in English and Bosnian/Serbian/Croatian would be an advantage;
  • Valid driving license, high level of professionalism evidence by clear driver’s record;
