Org. Setting and Reporting - Title of Supervisor: Gender and Gender-Based Violence Officer - Title of Supervisee/s: None - Working conditions: The incumbent will be based in Amman, Jordan with regular domestic travel. UNRWA will provide an office environment with access to telephone, PC and other automation equipment, internet, and intranet.

Responsibilities Under the direct supervision of the Gender and Gender-Based Violence Officer and the Protection and Humanitarian Principles Team Leader, the PSEA Officer will be responsible for ensuring effective PSEA programme design, planning, implementation, monitoring, evaluation and reporting across Jordan Field Office, targeted capacity building activities for UNRWA personnel and engage communities for PSEA awareness raising. In particular, s/he will carry out the following duties and responsibilities:

  • Provide technical assistance to implement, monitor and report against key indicators under the JFO annual PSEA action plan and the Gender-Based Violence workplan.
  • Support timely mobilisation, planning, expenditure and reporting on PSEA, including all financial and narrative requirements in accordance with UNRWA standards and donor expectations and in coordination with internal and external stakeholders.
  • Provide administrative and logistical support for the design and implementation of PSEA activities, trainings, workshops and communication products in a timely and professional manner.
  • Ensures that SEA victims-survivors receive access to quality services in a timely manner through strengthening intersectoral coordination and collaboration with the PSEA Taskforce members such as to update the mapping of available services.
  • Assists in the documentation, management and follow-up of reported SEA allegations in a confidential manner including participating in case conference discussions, as necessary.
  • Provides inputs and contributes to the finalisation and rollout of UNRWA’s Standard Operating Procedures on the management of SEA cases.
  • Contributes to identifying capacity needs amongst UNRWA staffs, partners and contractors and assists with the adaptation/development of training plans, materials and guidance documents to increase awareness on UNRWA’s obligations, SEA reporting and referral mechanisms.
  • Supports various Programmes to identify and respond to SEA risks across targeted locations, though the development and implementation of relevant tools for community awareness and consultations to mitigate and respond to SEA risks in both camp and non-camp settings.
  • Contributes to the development and implementation of PSEA community mobilisation activities including awareness raising and sensitisation initiatives, the development of gender and child-friendly materials, whilst gathering community inputs from community-based committees, children, parents and caregivers, adolescent and youth and representatives from local civil society organisation members on preferences to receive and report SEA concerns in promoting behaviour change.
  • Supports the follow-up with relevant staffs to ensure that all UNRWA personnel, partners and contractors are aware of UNRWA’s policies / code of conduct on ethics, through development and dissemination of key communication messages.
  • Contributes to the development of project proposals, briefings, evaluations, assessments, workplans, periodic progress reporting, situational analysis, advocacy messages, strategies, reports on PSEA for senior management, donors, governmental and non-governmental stakeholders, in a timely and professional manner.
  • In coordination with the Gender and Gender-Based Violence Officer, builds and maintains relationships with diverse stakeholders across internal and external coordination platforms such as the PSEA Network, Gender-Based Violence Sub Working Group, Sexual Misconduct Taskforce Platform, Protection Working Group and Area Protection Working Group, for increased harmonisation, prevention and response on SEA.

Other - Provides assistance with oral and written translations of Arabic and English, where necessary. - Performs other duties as may be assigned by the supervisor(s).

    Education - A university degree from an accredited educational institution in law, human rights, social sciences, psychology, international development, or international relations, or any other relevant field.

    Work Experience - A minimum of four years of relevant experience, preferably in the fields of sexual exploitation and abuse, protection, child protection and/or gender-based violence in Jordan is preferred. is required.

    • Previous experience in organizing and facilitating trainings and community-based awareness raising and sensitization activities to promote behaviour change. is required.

    • Ability to work with and maintain strict confidentiality, when necessary. is required.

    Languages - Oral and written fluency in English and Arabic

    Assessment - Technical Test.

    Special Notice Contract Status: Limited Duration Contract for 6 months with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

Desirable Qualifications:

  • Coordination experience with interagency partners, including government, UN agencies, NGOs, local civil society organisations and communities within the development and/or humanitarian sector is highly desirable.

  • Good written and oral communication skills, effective in representation and liaison with internal and external stakeholders is highly desirable.

  • Ability to organize work, work independently and prioritise work under pressure, whilst coordinating multiple tasks, maintaining attention to detail and coordinating with a variety of stakeholders is highly desirable.

  • Previous knowledge and understanding of UN and/or country level initiatives and approaches on PSEA and related strategies, policies, rules and regulations is a strong asset.

  • Provided very good understanding of the context of Palestine refugees and UNRWA operations.

Equivalency: When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience.

NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
