Overview

Provide information management support to Protection and Education programs in Ukraine.

You have:

  • University degree in Information Technology, Computer Science, Statistics, Data science, Data management or analytics or a related field.
  • Fluency in both written and spoken Ukrainian.
  • Good written and spoken English.
  • Minimum 2 years of relevant experience (e.g. working with large sets of data from various sources).
  • Experience working in a humanitarian/recovery context desirable.
  • Previous experience from working in complex and volatile contexts is desirable.
  • Solid background in usage of Microsoft Office software package (MS Excel advanced).
  • Knowledge of data analysis and visualization solutions such as PowerBI is an advantage.
  • Ability to solve problems quickly and proactively anticipate bottlenecks.
  • Ability to coordinate tasks and work processes while meeting tight deadlines.

The Data Base Officer position aims to provide information management accompaniment to the Protection and Education programs, through which NRC reaches out to the conflict- affected people who have faced or are facing protection and access to education risks. The Data Base Officer will be responsible for data management, data analysis, and reporting for Ukraine's Protection and Education programs, which align with NRC monitoring and evaluation and data protection requirements. The Data Base Officer will manage the Protection and Education database, supervise data entry processes, ensure data cleaning, and produce internal and external reports across area offices in Ukraine.

Qualifications

Generic professional competencies:

  • University degree in Information Technology, Computer Science, Statistics, Data science, Data management or analytics or a related field.
  • Experience working in a humanitarian/recovery context desirable.
  • Previous experience from working in complex and volatile contexts is desirable.
  • Good written and spoken English.
  • Fluency in both written and spoken Ukrainian.
  • Documented results related to the position’s responsibilities.

Context/ Specific skills, knowledge and experience:

  • Minimum 2 years of relevant experience (e.g. working with large sets of data from various sources).
  • Solid background in usage of Microsoft Office software package (MS Excel advanced).
  • Ability to coordinate tasks and work processes while meeting tight deadlines.
  • Demonstrates responsibility, independence, attention to detail, ability to handle stress, diligence.
  • Proactive self-starter with a high level of initiative.
  • Ability to solve problems quickly and proactively anticipate bottlenecks.
  • Strong analytical and research skills.
  • Background with relational databases and web development is an advantage.
  • Knowledge of different data collection methodologies, including mobile data collection.
  • Experience with VBA developments is desirable.
  • Experience in building secure information systems is desirable.
  • Background with CRM systems desirable.
  • Knowledge of data analysis and visualization solutions such as PowerBI is an advantage.
  • Knowledge of GIS, GIS programs and geolocation software (e.g. QGIS) and practices is an advantage.

Responsibilities

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks, and guidelines.
  • Ensure project-specific databases that meet donor and NRC program requirements are fully operational during the life of project.
  • Responsible for organizing and delivery of tasks in line with priorities and standards.
  • Maintain knowledge on data management and specific data base tools and software, to be most effective in supporting the team.
  • Initiative in day-to-day problem solving, in accordance with agreed-upon procedures, priorities, and standards for the area of work.
  • Prepare and develop status reports as required by management.
  • Support the proper filing of documents to the Protection Coordinator.
  • Promote and share ideas for improvement in own area of expertise.

Specific responsibilities:

  • Support and contribute to the development of data management systems through documentation, implementation, and coordination of standardized information flows.
  • Responsible for maintaining the database in accordance with the requirements of the Protection and Education programs. Responsible for design and management of the database, responsible for administration of databases and related procedures in a secure and safe manner.
  • Implement and maintain a filing system for Protection-related and Education-related documentation. Ensure proper storage of protection and information management data, tools and information.
  • Contribute in designing and implementation of data solutions for managing project participants data.
  • As delegated, contribute to the data quality control in the NRC protection data management tools.
  • Contribution to the analysis of specific protection and education risks and needs and the development of responses.
  • Contribute to donor, internal and other types of reports; preparing and providing dashboards, statistical charts, tables, and other visualization methods as required.
  • Responsible for status reports, regular activity reports and other reporting tools.
  • Submit reports with the extraction of data from database and lessons learnt as requested by the Protection/Education Program Managers.
  • Perform other duties related to the role delegated by the line manager.
