Background

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Generic responsibilities

  1. Ensure compliance with NRC policies, guidelines, and standards
  2. Ensure compliance with protection strategy, tools, handbooks, guidelines, and standards
  3. Oversee the implementation of Protection Return Monitoring Network (PRMN) and other protection activities, including project documentation, financial controls, quality control, and monitoring and evaluation
  4. Provide technical support and capacity building to protection teams and implementing partners,
  5. Provide specific technical analysis and feedback to NRC representatives and in external coordination forums as necessary
  6. Assess, promote, and document ideas for improvement and further protection programming,
  7. Ensure that protection interventions target beneficiaries most in need, and explore and asses new and better ways to assist
  8. Support the programme and support teams to ensure protection is integrated/mainstreamed within programme cycle management and will support staff and contractor capacity building through trainings and awareness raising sessions on minimum protection standards.
  9. Promote the rights of IDPs/returnees in line with the Advocacy Strategy.

Specific responsibilities

  • Act as the main focal point for the PRMN project being implemented across the country.
  • Oversee the daily running of Protection Return Monitoring Network (PRMN) across all teams in Somalia and will act as the central focal point for the daily data approvals and validations.
  • Conduct analysis of data received through the PRMN and recommend when to issue flash reports
  • Liase with PRMN local partners, and conduct training or other capacity building efforts.
  • Strengthen local level advocacy and duty bearer engagement by the local partners to achieve localized solutions to protection concerns raised through the PRMN.
  • Review and draft flash alerts and PRMN reports for wide dissemination to humanitarian actors, donors and other relevant stakeholders.
  • Lead efforts to raise awareness of protection and displacement trends including identifying when to draft advocacy notes.
  • Verify PRMN information with monitors and other concerned parties in the field.
  • Work with the implementing partners and monitors to verify, triangulate, review and approve PRMN reports.
  • Monitor and report on the project activities and ensure compliance with plans and UNHCR and NRC standards.
  • Identify, analyse, evaluate key processes and gaps in the implementation of PRMN project activities, and make recommendations for improvement.
  • Supervise, distribute and monitor the use of Emergency Grant Funds (EGF) and Emergency Protection Assistance (EPA) according to Standard Operating Procedures.
  • Suggest new methods and approaches in order to improve the quality of the PRMN activities.
  • Follow up with teams on all protection related concerns.
  • Increase coordination with UNHCR and the Somalia Protection Cluster particularly at the sub-office levels to organise regular one-to-one sessions with local authorities and other actors.
  • Disseminate information on protection to different sector teams within NRC
  • Participate in protection cluster and working group meetings.
  1. Protection from Violence :
  • Conduct protection assessments and consultations to identify protection concerns, and potential areas for expansion of protection programming
  • Conduct assessments, and roll out, civilian self-protection (community based protection) programming if relevant
  • Conduct awareness sessions, and community engagement on key protection concerns
  • Establish strong referral pathways and train staff in making assisted and facilitated referrals
  • Provide basic Psychosocial support to vulnerable beneficiaries
  • Develop a system for the provision of Individual Protection Assistance (IPA), and train relevant staff in the conduct of such programming
  • Any other tasks as required.

Our Ideal Candidate:

We are looking for a university degree graduate in law, social studies, development studies / other relevant field minimum of 3 years' work experience with NGO, legal or international organisation in the area of protection

Experience from working with protection projects in a humanitarian/recovery context. Previous experience from working in complex and volatile contexts

Documented results related to the position’s responsibilities. Fluency in English, both written and verbal.
