Purpose of the Job:

The NRC Protection Unit has been operational since 2018 and implement different type of programming in the country. NRC is Afghanistan is starting a new component of its programme, protection case management that focuses on using the case management approach to provide comprehensive support to adults at heightened risks of rights violations outside of Child protection (CP) and Gender Based Violence (GBV).

The Protection coordinator – caseworker supervisor will be responsible to work closely with adults at heightened risk of harm and provide them case management services according to standardized procedures and protocols. The Protection coordinator - caseworker supervisor will work in and around Herat to support the case workers in their work, mentor and supervise them to ensure good quality case management. The coordinator will also be responsible for overseeing the work of the protection officer in charge of referrals and of the assistants in charge of collecting protection monitoring data.

Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures
  • Contribute to Protection strategy development, project proposals and provide input on needs and gaps
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  • Work closely with the Protection Adviser – case management and the protection manager to ensure that the Case Management Guidelines and SOPs on Case Management are adhered to and any departures documented and addressed.
  • Provide technical guidance and support for the design and improvement of the Case Management system, including sharing and developing of tools, guidelines and standards as appropriate.
  • Technically support the protection officers (caseworkers) through day to day coaching and mentoring on case management implementation, through the organization of specific meeting and training
  • Review the follow up of cases, and ensure all cases are managed within acceptable timelines
  • Responsible to fill in the case management data base at the start and provide support to the move towards an online platform later on
  • Ensure that case files, registers and databases are used in an appropriate and correct manner and ensure that the protection officers (caseworkers) adhere to proper documentation, data protection and data sharing protocols.
  • Make frequent field visits to monitor the implementation of Case Management work and conduct monthly supervision
  • Ensure that the Case Management principles are understood and adhered to
  • Ensure that a map of existing services and corresponding referral mechanisms is regularly updated and contain all the necessary information (every three months minimum)
  • Coordinate with other agencies on referral support to ensure coordinated multi-sectoral support for vulnerable children and their families and linkup the protection officers with the adequate service providers
  • Ensure that the protection monitoring data collection is done in line with the targets and in a safe and sensitive way by training the assistants on sensitive data collection and how to handle disclosure
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Work in close collaboration with NRC other protection coordinator and team focusing on case management, referral and protection monitoring to ensure coordination and collaboration
  • Provide regular updates to the protection manager and the protection adviser – case management on progress, priorities and constraints and draft reports on the protection Case Management as necessary/requested by them
  • Support the implementation of the accountability activities to ensure feedback from beneficiaries and other relevant stakeholders is considered.
  • Work on the teams’ weekly planning to ensure a smooth implementation of the activities in line with the programmes’ objective and targets.

Other

  • Consistently and proactively monitor/assess the safety and security in the field; promptly reporting concerns or incidents to the manager and liaising with external parties as required to maintain/enhance the security environment
  • Other duties as assigned by the supervisor
  • Representation of NRC Protection in relevant meetings as delegated by supervisor/management
  • Participate in needs assessments, field support visit

Qualification

  • At least three years of professional experience in the humanitarian sector with international organizations
  • At least two year experience implementing social work, case management support in humanitarian setting
  • At least some experience managing staff
  • Strong understanding of humanitarian response architecture, particularly in terms of services and humanitarian protection
  • Knowledge of cash-based interventions and market based programmes
  • Ability to write reports in English
  • Strong ability to deliver capacity-building training and mentoring
  • Good understanding of risks, stakeholders and dynamics relevant to humanitarian protection of vulnerable displaced persons in Afghanistan
  • Good understanding of the gender dynamics at play and the way it requires adaptation
  • Demonstrated understanding of working with vulnerable adults
  • Demonstrated ability in English and national languages, strong English writing ability
  • Strong interpersonal skills

Education

Technical diploma or university degree in social work, human rights, or related degree preferred
