The Danish Refugee Council / Danish Demining Group (DRC/DDG) assists refugees and internally displaced persons across the globe: we provide emergency aid, fight for their rights, and strengthen their opportunities for a brighter future. We work in conflict-affected areas, along the displacement routes, and in the countries where refugees settle. In cooperation with local communities, we strive for responsible and sustainable solutions. We work toward successful integration and – whenever possible – for the fulfillment of the wish to return home. In Myanmar, DRC has been present since 2009, and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action. DRC/DDG is currently engaged in responses in Rakhine, Kachin, and Northern Shan states. Our response targets displaced, and displacement-affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), CCCM, WASH, Livelihoods and mine action.

To support and strengthen the DRC / DDG programme in Myanmar we are looking for highly motivated and capable candidates to fill the position of

Protection Coordinator (1 Post)

Duty Station : Yangon Head Office, with frequent travel to the field

Reports to : Head of Programme

Technical Line Manager : Protection Technical Coordinator-Expatriate

Overall purpose of the role:

DRC is one of the largest INGO protection actors in Myanmar actively coordinating and advocating for improving the protective environment for all communities. DRC has Protection, Child Protection and GBV programmes in its areas of operation to address protection issues faced by displaced and non-displaced at-risk groups and individuals. The programme also aims to identify and build synergies with early recovery and development actors that are working on and are better positioned to address environment building activities.

The national Protection Coordinator has the responsibility for providing technical and programmatic support for DRC protection activities and ensuring compliance with DRC’s protection guidelines and principles in the DRC areas of operations in Myanmar. The role will include harmonization of tools, implementation of strategy and training to ensure DRC has a consistent and clear approach to protection across all sites.

The role works closely with protection teams) in Rakhine, Kachin, and Northern Shan and has technical line supervision responsibilities specifically for the General Protection component of the program.

Specific duties and responsibilities

Protection Technical Support

  • Leads on the provision of technical assistance to General Protection teams including development and roll-out of SOPs and guidance including but not limited to the areas of Protection Monitoring, Child Protection Monitoring, Protection Case Management, Psychosocial Support, Individual Protection Assistance, Community Empowerment and Community Based Protection activities.
  • Ensures all protection tools and protection information management systems are in line with global standards
  • Advises on internal protection MEAL tools and IM systems
  • Leads on the provision of regular protection technical trainings and capacity building to project managers, staff and DRC partners
  • Leads on Protection and AGD Mainstreaming including development of relevant tools and providing training for DRC staff and partners and lead of the DRC Protection and AGD Mainstreaming working group
  • Supports the Protection Technical Coordinator with the development and rollout of the country-wide protection analysis and strategy.
  • Supports the recruitment of technical general protection staff in the field and contributes to setting performance objectives and appraisals of general protection staff in the field

Protection information management

  • Leads on the development, roll out and maintenance of the Protection Case Management Information Management System
  • Leads on ensuring other general protection information management systems and databases for general protection activities are established and functioning and in line with global standards.
  • Conducts regular PIM quality checks and supports Protection Technical Coordinator improve the overall quality of the protection analysis through review and updating of tools and processes
  • Contributes to ensuring safety and confidentiality of the collected information in accordance with DRC Code of Conduct, PIM Principles, Protection Sector Information Sharing Protocol and relevant DRC guidelines in coordination with Information Management Specialist.

Coordination and representation

  • Supports with representation of DRC at relevant external coordination meetings
  • Leads DRCs engagement with the Protection Incident Monitoring System
  • Supports the work of the FLER2 Protection sub-working group including through delivery of trainings and development of relevant tools

Project development

  • Contributes to the design, implementation and evaluation of Protection related programming to secure follow on or expansion funding for the protection portfolio as per identified needs and in a standardized manner across programmes.
  • Assists in developing the projects Monitoring Evaluation and Learning tools with a focus on General Protection MEAL

Protection Advocacy and Deliverables

  • Leads the development and compilation of high-quality protection information products including protection monitoring reports, protection assessments and Protection Analysis Risks and Trends Reports and supports the dissemination of protection information for programming and advocacy
  • Contributes to implementation of the DRC Myanmar Advocacy Strategy
  • Supports the development and implementation of local responses and local advocacy plans and initiatives based on protection issues and trends identified.
  • Leads on the roll out of Community Driven Advocacy programming

Partnership Engagement

  • Develops and strengthens relationships with CSOs working on general protection through supporting partnership team and protection managers with partnership capacity building and engagement.
  • Supports Protection Coordinator in ensuring protection and AGD mainstreaming and quality protection programming across partners engaged in FLER consortium including delivery of targeted trainings for FLER partners

Experience and technical competencies:

  • 3-5 years of experience in the Protection field with a focus on Protection Monitoring, Protection Information Management, Case Management, Individual Protection Assistance and/or Community-based protection
  • Excellent knowledge of Human Rights, Protection Information Management, International Humanitarian Law, and experience working in conflict contexts with displacement affected communities
  • Excellent writing and editing skills for external audiences
  • Experience in producing high-quality technical material (Standard Operating Procedures, training material, programme tools, proposals, strategic documents etc.)
  • Experience working with Monitoring and Evaluation
  • Advance IT knowledge (hardware and software, Microsoft Office, Kobo, PowerBI)
  • University degree or Advanced University degree in relevant field of study. For example, Human Rights Law, International Law, Social Work, International Studies
  • Full professional proficiency in English
  • Full professional proficiency in Myanmar language

  • Protection colleagues in all DRC locations
  • Protection Information Management and MEAL Teams (Monitoring, Evaluation, Accountability and Learning)
  • Other sectoral colleagues (livelihoods, CCCM, MRE/MA, shelter, emergency, etc)

We Offer:

  • Starting date of employment: As soon as possible.
  • Contract length: Until the end of December 2022, including a probation period of 3 months. Renewables depend on both funding and performance.
