Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Coordinator.

About the Job

This role has a country focus and ensures compliance with DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. It oversees the implementation of DRC’s Protection program across three locations in the South-East, while providing technical support, oversight and capacity building for DRC’s protection partners, operating nationally.

Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, individual protection assistance based on vulnerability, legal aid, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, community based protection, awareness raising and information dissemination.

Based in DRC country office, the role technically oversees DRC’s Protection program, including strategy and proposal development, technical guidance and guidelines, technical support for DRC and partner staff, as well as advising on Protection research, needs assessment(s), and advocacy efforts.

Duties and Responsibilities****:

Programme Strategy & New Project Development

  • Periodically update and roll out DRC Turkey’s Protection Strategy and Action Plan, ensuring it is in-line with the overall country and regional strategies which reflect the evolving nature of the Syrian conflict and displacement needs in Turkey and the region;
  • With the relevant Area/Program Managers, Grants Coordinator and Head of Programme, contribute to and lead the design and review of Protection concept notes, logical frameworks, budgets and full proposals in response to reoccurring and new grant opportunities; ensure that age, gender and diversity markers are updated and accurately reflected in all new proposals;
  • Together with the Head of Programme and Economic Recovery Coordinator, proactively lead on the development of integrated program concept notes, ideas, and prospective donor presentations;
  • Lead the strengthening of protection mainstreaming in all of DRC’s program interventions, especially in DRC’s Economic Recovery Program;
  • Proactively engage in coordination with local and international NGOs as well as - where relevant and possible - Government agencies to refine, expand and strengthen DRC’s referral and information assistance and partner networks;
  • Support the Monitoring, Evaluation, Accountability and Learning (MEAL) department in developing and rolling out qualitative and quantitative monitoring, analysis and evaluation approaches to build institutional learning;
  • Maintain technical links with DRC’s Regional and Global counterparts.

Coordination and Representation

  • Collaborate with relevant internal and external technical experts on issues related to protection;
  • Represent DRC at relevant coordination meetings at country level, including the protection working group, GBV working group, and South-East Turkey protection and GBV working groups;
  • Act as DRC’s focal point for all communication, coordination and collaboration with UNHCR, sector partners and the wider protection community in Turkey;
  • Ensure integration of protection activities with other DRC sectors;
  • Actively participate in internal coordination meetings;
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors

Protection Research and Advocacy

  • Provide day-to-day support and supervision of the Protection Research Unit, consisting of one Research Specialist and a Research Officer;
  • Provide guidance, based on a good understanding of the operational context, on research topics, and advise on optimal methodologies to collect the relevant data;
  • Together with the Research Specialist, lead on DRC’s annual comprehensive needs assessment and rapid assessments, analysis and reporting;
  • Lead the translation of research and assessment findings into policy and programmatic recommendations, and hold advocacy meetings with key stakeholders in the humanitarian, donor, and diplomatic community.

Project Implementation and Technical Support

  • Provide technical guidance to DRC teams and implementing partners;
  • Guide on project implementation and reporting;
  • Prepare weekly, monthly, quarterly and annual reports to relevant stakeholders as per need;
  • Support DRC Turkey’s Protection Unit and provide team members with technical guidance and support through regular coordination meetings;
  • Design Protection staff capacity development plans and, in coordination with the Head of Programme, lead on their implementation;
  • Regularly travel to the field to provide technical support and feedback to field teams and implementing partners on programmatic approaches and issues;
  • Ensure all protection tools, SoPs and guidelines are regularly updated.

Partnership Management and Support

  • Work with field Protection teams and the Partnership Unit to support the capacity building of implementing partners across their different areas of implementation;
  • Lead on the Protection capacity assessment and capacity building plans for all DRC’s partners; directly deliver trainings, where appropriate, or lead on identifying external training providers as per the identified capacity gaps;
  • Review all DRC Protection partners’ technical proposals, budgets, monthly, quarterly, interim, annual and ad hoc reports, provide feedback and work with partner counterparts on improving the quality of proposals and reporting;
  • Conduct regular field visits to, and online activity oversight meetings with, partner organizations;
  • Attend and actively contribute to technical review meetings with partner staff and technical management.

About you

To be successful in this role, you must have Master's degree in political science, international development, economics or other relevant field.

Moreover, we also expect the following:

Required qualifications

  • Minimum 4-5 years of demonstrated technical experience in the protection sector with a INGO and/or UN agencies
  • Minimum 2 years of experience leading, managing or coordinating a Protection program
  • Experience working with key institutional donors such as ECHO, DANIDA, SDC, and BPRM
  • Experience in protection monitoring, research, and/or monitoring and evaluation
  • Documented skills in project planning and design, drafting, calculation and technical writing Excellent skill in MS Word, Excel, and PowerPoint
  • Experience in project and strategy development
  • Experience working with national partners, local/government authorities, and UN organizations
  • Full professional proficiency in English; Arabic and/or Turkish is a strong asset.

Contract length: 12 Months

Employment Band: NM – G (for expat scale) and NM – F (for national scale)

Designation of Duty Station: Country Office (Hatay)
