Duty Station: Dhaka, Bangladesh (temporary duty station until visas for Myanmar become available). Duty station within Myanmar would be Yangon with frequent travel to Area Office locations

Overall purpose of the role:

DRC is one of the largest INGO protection actors in Myanmar actively coordinating and advocating for improving the protective environment for all communities. DRC delivers Protection, Child Protection and GBV programming in its areas of operation to address protection issues faced by conflict and disaster affected displaced and non-displaced at-risk groups and individuals.

The Protection Coordinator is responsible for the strategic development and technical supervision of DRC’s protection programming through technical guidance, strategy development, resourcing, capacity development, and representation. The Protection Coordinator is ultimately responsible for the overall quality and impact of the programme.

Due to the current access challenges in Myanmar, the role will be carried out remotely, from Dhaka, Bangladesh. Occasional inter-personal engagement with staff from Myanmar (for capacity strengthening, strategy development etc.) will be possible through workshops in the region.

Geographic scope: Area (Myanmar)

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Responsibilities:

Protection technical support

  • Lead the rollout, and periodic revision of the DRC Myanmar Protection strategy in consultation with Project Managers (including locations and activities)
  • Lead in the provision of technical assistance to DRC Protection teams (Child Protection, Gender Based Violence prevention and response and General Protection programming) including technical supervision and guidance to country level Protection Specialist and area level Protection Managers
  • Ensure all Protection tools, SoPs and guidelines are in place for all activities and regularly updated, lead on coordinated revision when needed, and ensure all relevant staff are trained and are implementing as per the standards
  • As a priority lead on developing and strengthening methods and tools for country-level protection analysis to inform evidence-based program design and implementation
  • Support the MEAL department in the development of Protection MEAL approaches including harmonized protection tools and databases to monitor and track impact, efficiency and quality of programming and improve information management
  • Identify technical gaps and provide regular Protection technical trainings and capacity building, both in person and remote, to protection and non-protection staff and partners
  • Lead in developing approaches and tools for protection mainstreaming, ensure relevant staff are trained to mainstream protection and support mainstreaming in other sectors
  • Support the country level Protection Specialist to ensure age, gender and diversity is mainstreamed across the program
  • Provide technical support on Protection from Sexual Exploitation and Abuse (PSEA) mechanisms ensuring implementation of the DRC PSEA work plan
  • Maintain up-to-date knowledge and understanding of the evolving context in Myanmar, the specific dynamics impacting the protection environment, and protection risk patterns across the country

Protection Advocacy and Deliverables

  • Develop protection reports and analysis on identified protection concerns for internal and external briefings including finalize and disseminate monthly protection monitoring reports that include clear targeted recommendations for different stakeholders
  • Develop position papers and advocacy notes on relevant protection issues in consultation with CD, HoP and other relevant stakeholders
  • Work with PMs to support the development of advocacy strategies and plans by CBPGs, civil society and local stakeholders
  • Represent DRC within relevant advocacy coordination groups including the Protection Cluster Advocacy Working Group
  • Lead on the Protection, Analysis Risks and Trends (PART) project to ensure dissemination of quality protection analysis; monitor and adapt the project as necessary, alongside partner, to ensure impact and relevance

Protection program oversight

  • Oversee the overall Protection portfolio, including identifying strategic funding gaps
  • Provide oversight of protection program implementation progress and quality; identification, resolution and/or escalation of issues affecting implementation; Identify any areas where further technical support, oversight or resources are needed.
  • Regularly review and provide technical advice on project workplans and implementation with PMs
  • Oversee the development of harmonized job descriptions and structures for protection teams across all areas and support recruitment of technical protection staff alongside AMs and other relevant staff.
  • Contribute, alongside Grants Department and PMs, in preparing quality monthly/quarterly/annual highlights/reports to ensure accurate, coherent and timely reporting.

External Representation, Coordination and Partnerships

  • Represent DRC in relevant coordination forums and technical groups and provide high quality technical inputs to maintain DRC’s reputation as a leading protection actor in Myanmar; including attend the national level Protection Cluster (PC) Strategic Advisory Group, national level PC and other meetings as well as supervise DRC’s representation at the sub-national level
  • Support on the development of collaborative meaningful relationships with local and national civil society actors to develop partnerships towards achieving sustainable protection outcomes
  • Support in the provision of technical support to DRC partners including through supporting protection partner capacity assessment and development plans
  • Lead the First Line Emergency Response (FLER) Protection Working Group including provide technical line supervision for the FLER Protection Mainstreaming Coordinator
  • Maintain close working relationships with DRC Regional and HQ counterparts to ensure that DRC Myanmar’s programmatic priorities align with and respond to regional and global priorities

Project development

  • Lead the technical design and review of protection related concept notes, logical frameworks, budgets and full proposals in coordination with the HoP and area teams, and Grants team to secure follow on or expansion funding for the protection portfolio
  • Foster and ensure integration of Protection activities, where relevant, with other DRC sectors, particularly Economic Recovery, Humanitarian Disarmament and Peacebuilding (HDP), and CCCM

As Coordinator the post-holder is responsible for the following:

  • Responsible for coordinating strategy and operations within a specific discipline in a region or country
  • Usually has technical line responsibilities within a given discipline, for both strategy and operations
  • Provides expert advice and support to set strategy and assure operational quality and compliance

*Perform any other relevant tasks as requested by Line Manager

Essential skills, Experience and technical competencies

  • Minimum 5 years of experience in humanitarian protection programming at international level in conflict-related internal displacement contexts; experience in mixed migration programming would be an advantage; Knowledge of and experience in handling situations of statelessness and durable solutions is preferred
  • Experience working with hard-to-reach communities, in an access constrained environment would be an advantage
  • Experience with remote management including provision of remote trainings and technical supervision is highly preferred
  • Significant knowledge of International Human Rights Law and International Humanitarian Law
  • Strong knowledge of global protection sector standards in DRC’s core specialisations (protection monitoring, GBV prevention and response, child protection, protection case management (adult/non-GBV), community-based protection, legal aid, psychosocial support); priority given to protection monitoring, case management, and CBP
  • Strong familiarity with the Results-Based Protection (RBP) approach, Protection Analytical Framework (PAF), and Protection Information Management PIM) standards;
  • Experience with approaches and tools to mainstream protection and age, gender and diversity
  • Experience with Protection Strategy development and implementation in complex programming context and coordinating and standardizing approaches across a multi-site programme
  • Experience with development and implementation of advocacy strategies including development of advocacy messages and stakeholder analysis for advocacy is highly preferred
  • Experience of integrating protection with other sectors’ programming.
  • Demonstrated ability to conduct trainings on varied protection and human rights topics. Experience conducting trainings remotely is highly preferred.
  • Experience with Protection Information Management system and databases such as GBVIMS+, CPIMS+, PowerBi and similar is preferred
  • Strong experience with Protection MEAL; experience with the GBV Prevention Evaluation Framework is preferred
  • Strategic thinker with the ability to quickly develop good insight and understanding of conflict, the human rights situation and the political environment of the program country
  • Proven communication, interpersonal, representation, negotiation and diplomacy skills; Able to manage high workload with multiple competing priorities
  • Strong commitment to humanitarian and protection principles, and to DRC’s values

Education: (include certificates, licenses etc.)

  • Master’s degree relevant to humanitarian work: preferably in law, social sciences or humanitarian aid.

Conditions

Contract: DRC will offer the successful applicant a 12-month contract with the possibility of extension. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates. The position is placed in Employment Band F-nonmanagement.
