Job Overview: The role of the CASH for Protection Officer is to support the PRoL Manager in all aspects related to Protection cash interventions as well as Individual Protection Assistance. The Cash for Protection component is envisaged as a protection response to increase the coping capacity for conflict affected individuals and/or families facing unexpected and significant shocks, which may be effectively mitigated through one-time cash assistance. Cash for Protection can enable immediate respite from violence or access to response services otherwise inaccessible due to prohibitive costs or limited financial resources. The position is directly supervised by the PRoL Manager. The Cash for Protection Officer will work closely with Community Mobilizers, Case Workers, MEAL specialist, and any other cross cutting function that may emerge in the PRoL programme.

Major Responsibilities:

- Lead in technical arrangements for cash transfers for clients - Support Community Mobilizers and Case Workers in identifying clients meeting the criteria for cash for protection assistance - Coordinate the development and harmonization of Cash for Protection SOPs/guidance, tools, and approaches that inform and support high quality project planning, design and implementation, considering available technologies - Work with colleagues to ensure appropriate and accountable modalities of cash transfers are in place and that these approaches are adapted as needed - Ensure cash distributions are properly documented and meet technical quality, accountability, and protection standards in compliance with donors’ regulations - Ensure that cash best practices are systematically implemented and updated in the overall response interventions - Lead in identifying and documenting, lessons and promising practices from cash interventions.

Representation, coordination, and advocacy

- Represent the IRC at the Cash Working Groups, and other relevant coordination mechanisms, meetings and fora - Collaborate with the PRoL program and MEAL team to conduct relevant assessments, present evidence on effectiveness of cash intervention, and advise on practices around programming for further expansion

Requirements

The cash for Protection Officer will need to meet the requirements below: - A degree desired in management, economic development, international relations, social sciences, or other related field, or equivalent work experience. - Experience in working with and coordinating with the UN, donors, INGOs and/or private sector organizations focused on development or humanitarian assistance, cash interventions - Previous experience implementing humanitarian protection programs and/or cash interventions - Good knowledge and experience contributing to new business development, grants management and donor liaison - Familiarity with key donor regulations, i.e. BHA and ECHO - Strong communication and interpersonal skills with strong analysis and writing skills - Strong organizational and development skills - Proven networking, team building, organizational and communication skills - Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions - Intermediate level of English; Ukrainian and/or Russian - fluent

This position will be based in Kharkiv or Dnipro with travel for monitoring and coordination purposes as necessary.
