Description of task

Under the direct supervision of Protection Cluster Coordinator the national UN Volunteer will undertake the following tasks:

The Protection Associate will perform frontline protection and operational support tasks as part of UNHCR’s Protection Cluster activities. The Protection Associate’s work will enable UNHCR Juba to enhance its understanding and monitoring of the protection gaps and needs of refugees and asylum-seekers in Juba, and to respond to and assist individual cases in a growing urban refugee operation. S/he will work with the Protection Cluster unit, as well as Protection Cluster’s partners, across South Sudan through roving capacities. The Protection Associate will receive on-the-job training for frontline protection casework, and will be expected to develop specialized protection skills (such as the Cluster Coordination system, sexual and gender-based violence response and prevention, and community based protection) as part of ongoing efforts to develop versatile and well-rounded frontline protection staff.

  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
  • Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among NNGO Cluster members and other relevant partners, as well as training and capacity –building for members and partners;
  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Support the Protection Cluster Roving Officer in attending OCHA led Initial Rapid Needs Assessments in priority locations.
  • Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
  • Elaborate essential documents for the Cluster, as well as preparatory documents and assist the Cluster Coordinator during Protection Cluster meetings, and draft meeting minutes;
  • Assist in identifying durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
  • Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
  • Contribute to effective information management through the provision of disaggregated data on populations of concern and their problems.
  • Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.
  • Undertake any other tasks as necessary to support protection cluster activities in Juba and in the field

Educational additional comments

  • Completion of post-secondary diploma in law, the social sciences, or a related field

Experience remark

  • Two (2) or more years or work experience in IDP protection, preferably involving individual casework and regular interaction with IDPs
  • Two (2) or more years of work experience in a client or customer-oriented role

Language skills

  • English(Mandatory), Level - Fluent
  • Arabic(Mandatory), Level - Working Knowledge

Area of expertise details
