DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, Psychosocial support (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordenance Risk Education. The organization counts with 6 offices in the country.

Overall purpose of the role:

The Protection Assistant is part of the DRC Protection Team and works under the management, guidance and supervision of DRC’s Protection Team Leader and Protection Manager. The Protection Assistant supports the Protection Team Leader and Protection Manager in timely and quality implementation of protection activities. This position is based in Kharkiv with frequent travel to field locations in Kharkiv oblast and surrounding oblasts.

Main Responsibilities:

  • In close coordination with the Protection Manager, Protection Team leader and Legal Protection team, ensure efficient and effective program implementation while following the budget and work plan,
  • Support the Protection Officer in implementation of all protection activities;
  • Implement of all protection activities, including but not limited to work with local authorities, implementation of community-based initiatives, community’s capacity building, assistance to conflict-affected population;
  • Contribute to the design of clear weekly and monthly plans for the implementation of all protection activities;
  • Manage individual cases, provide advice and guidance as well as referrals to beneficiaries on issues related to accessing required services.
  • Carry out protection monitoring, data collection and documenting the needs of the persons of concern,
  • Participate in awareness raising sessions and information campaigns of the persons of concern,
  • Participate in joint assessments and identifying protection concerns,
  • Support mapping of services and development of effective referral pathways,
  • Identify, conduct and follow up referral,
  • Comply with all relevant DRC policies and procedures, particularly with respect to child protection, the code of conduct, and security.
  • Represent projects in relevant coordination meetings when requested;
  • Establish and maintain coordination with local authorities, local and international NGOs when/if required;
  • Support with occasional document translation and provide interpretation support to Protection Manager during meetings, trainings, and other project activities.
  • Any other duties as may be assigned by the Protection Manager, relevant to the achievement of protection objectives.
  • Conduct interviews with beneficiaries, focus group discussions and key‐informant interviews, as well as drafting relevant reports or any other protection activities of the program,
  • Regular reporting to the Protection Manager and Protection Team leader of the activities planned and implemented;

Logistics/ Finance:

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution.

Required experience and competences:

  • Minimum 1 years of practical experience in sector area working for an INGO.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Strong interpersonal, communication and negotiation skills.
  • Fluency in local language and good command of English – both oral and written.
  • Positive ‘can-do’ attitude and stress resilience.
  • Strong facilitation skills, building communication with local authorities;
  • Commitment to learning and implementing organizational policies and procedures.
  • High professional ethics.

Relevant university degree (e.g. political science, development, international relations, gender, law) or equivalent professional qualification.

We offer.

  • Contract length: 3 months renewable depending on performance and funding.
  • Level: I non-Manager
  • Duty Station: Kharkiv
  • Start date: As soon as possible.
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
