Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC Ukraine is looking for a highly qualified Protection Assistant (Legal Partnership) based in Kyiv.

Overall purpose of the role

Protection Assistant (Legal Partnership) supports the Protection Specialist on Legal Partnership and Project Manager on Legal Aid and Partnership in coordinating and project implementation through Implementing Partners. The position holder contributes towards establishing and implementing best practices for subgrantees vetting processes, contract signing, and compliance with DRC standards and operational protocols.

Main duties and responsibilities:

Programming & Operations

  • Assist in identifying potential partners, conduct assessment of partners’ relevance and capacities;
  • Contribute to conducting partner’ selection and vetting in line with policies, procedures and compliance tools of the DRC Implementing Partners Operations Handbook;
  • Provide information on the potential implementing partners (IPs) on demand;
  • Contribute to conducting partner’ selection and vetting in line with policies, procedures and compliance tools of the DRC Implementing Partners Operations Handbook
  • Provide a description of the proposed implementing partners (IPs) and their planned interventions under the relevant project
  • Contribute to preparation for subgrant provision project (e.g. implementation process, reporting requirements);
  • Contribute to preparation summary tables of IPs’ budgets in compliance with project templates and donor’s requests
  • Ensure all IPs are vetted according to DRC Safety Partner Risk Assessment Tool.
  • Ensure that the assessment of potential IPs is conducted with the donor’ requests compliance;
  • Support optimizing the subgrant release administration process;
  • Provide assistance in organizing trainings and other public events for IPs;
  • Assist in overview of IPs narrative and financial reports;
  • Participate in reviewing achieving subgrant goals;
  • Support monitoring and tracking the IPs’ indicators and targets according to the relevant Sub-grant agreements
  • Provide support to IPs to ensure operational compliance of subgrants with guidelines and donor regulations in the areas of finance, logistics, procurement, and human resources;
  • Ensures documentation flow related to subgrants related procedures;
  • Contribute to drafting subgrants-related SOPs and other internal documentation;
  • Any other functions to be assigned by the Protection Officer and Protection Project Manager;
  • Comply with all relevant DRC policies and procedures;
  • Understand, and ensure the observance of the DRC Code of Conduct.

Coordination and representation

  • Support Implementing Partners in project realization, reporting process and monitoring and evaluation, ect;
  • Work in cooperation and under the Protection Specialist on Legal Partnership and Project Manager on Legal Aid and Partnership;
  • Participate in trainings, workshops and other events for Implementing Partners;
  • Support remote and conduct in-person monitoring of project implementation through Implementing Partners;
  • Support remote monitoring of accounting records and relevant documentation, gather data and facts about the applicants in the open sources;
  • Cooperate with and act as the LAU focal person for liaising with relevant DRC departments, including DRC AFO team

Required experience and competencies

  • Minimum 1-year experience in a similar job, preferably in an NGO setting;
  • Diploma in law, economics, human rights, or similar;
  • Experience working with (I)NGOs would be of advantage;
  • Extensive background in grant-related programs;
  • Excellent communication and organization skills;
  • Proficiency in Microsoft Office programs;
  • Fluency in Russian and Ukrainian, English proficiency.

Contract length: 3 months (extension subject to funding)

Level I

Start date: July 2022
