You have:

  • 1-2 years of professional experience in the field of Law, as a lawyer or paralegal.
  • University Degree in the field of law, human rights, refugee studies, humanitarian affairs, international law, development, or any other related field.
  • Fluency in English and Arabic
  • Knowledge of human rights and community development, preferably with an international humanitarian organization is an asset.
  • Experience working directly with conflict-affected and/or vulnerable groups, including migrant and refugee populations.

DRC Libya is looking to recruit a qualified, flexible professional to work in Benghazi as a Protection Assistant – Legal Assistance to implement DRC legal activities including legal awareness sessions and information dissemination, legal counselling, and other related tasks for Libyan and non-Libyan populations in need of humanitarian assistance.

Under the supervision of the Project Manager, and in close coordination with other DRC Protection teams and field units, the Protection Assistant – Legal Assistance is an active member of the protection field team and is involved in different field-based activities related to legal assistance. This includes providing sound and timely advice on all forms of civil documentation, delivering legal counselling, and developing materials related to access services and rights.

The position coordinates with other team members to ensure the best implementation of activities, monitoring and data collection, to ensure the quality and efficiency of DRC’s overall protection program.

Programming & Operations

  • Contribute to the planning and implementation of program activities related to the provision of services and assistance to vulnerable and at-risk individuals. To this end, s/he will be requested to provide inputs on weekly work plans and implement program activities accordingly.
  • Under the supervision of the Project Manager, conduct an assessment of gaps in the legal needs of Libyan and non-Libyans (including migrants and refugees in Libya) and how this affects their rights and access to services making linkages to any legal framework in Libya. This assessment will be the basis of the legal assistance provided by DRC.
  • Contribute to the development and maintenance of a service mapping of international and local legal assistance actors, and legal services available in Tripoli and surrounding areas – including details of civil documentation processes and procedures.
  • Support IDPs, returnees, and migrants and refugees in obtaining civil documentation via the official routes including embassies, hospitals and local authorities, including with financial assistance.
  • Disseminate accurate and impartial information to beneficiaries through individual legal counselling, collective/group events, advisories and leaflets.
  • Carry out information dissemination and awareness-raising activities among IDP, returnee, migrant and refugee communities on legal/rights topics.
  • Undertake individual sessions providing legal information and legal counselling as per the established work plan.
  • Monitor and share trends for analysis of the legal protection situation and environment in all areas of intervention for all groups of concern for management, program, and advocacy purposes.

Coordination and representation

  • In coordination with the Protection Officer and Project Manager, represent DRC to a range of stakeholders including individual beneficiaries and community groups, humanitarian agencies, services providers, local authorities, etc. To this end, ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
  • Ensure that interactions with individual beneficiaries and community groups take place in environments and in ways that respect and promote safety, agency and dignity in accordance with professional standards for protection and humanitarian work

Reporting

  • Collaborate with the MEAL teams in carrying out monitoring, evaluation, and feedback activities within the target areas.
  • Ensure proper use of tools and online platforms provided for effective reporting of activities and information management as relevant.
  • Update case files on individual developments, properly using standardized tools and SOPs with high respect for data protection and confidentiality.

Operations support

  • Support the coordination of programme activities as they relate to logistics, administration, finance, or security as relevant, in coordination with the relevant departments.
  • Ensure compliance with the relevant internal policies and directives.
  • As well as any other duties as may be assigned by the Project Manager, relevant to the achievement of Protection objectives.

About you:

  • 1 –2 years of professional experience in the field of Law, as a lawyer or paralegal.
  • Knowledge of human rights and community development, preferably with an international humanitarian organization is an asset.
  • Experience working directly with and knowledge of conflict-affected and/or vulnerable groups, including migrant and refugee populations.
  • Strong skills in communication and implementing community outreach activities.
  • Familiarity with international protection and human rights legal standards
  • Demonstrated capacity to effectively represent a humanitarian organization with individuals and communities and build trust.
  • Prior knowledge of cooperation with local partners will be considered an asset.
  • All staff are expected to demonstrate DRC’s five core competencies.
