Protection Assistant

Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Within the delegated authority and under the supervision of Protection Officer or his/her designated mandated representative(s), the UN Volunteer will:

• Conduct merged registration and RSD interviews in accordance with SOPs and UNHCR registration standards.
• Assess the eligibility for refugee status of assigned cases in accordance with international and regional law as well as UNHCR's mandate.
• Carry out information research (COIs) on Mali and other subjects related to RSD.
• Identify exclusion factors and other complex elements in order to facilitate decision-making and possible referrals.
• Follow up on cases of transfer of refugees between the Mbera camp and urban areas.
• Participate in refugee data collection activities as part of continuous registration, verification operation and biometrics.
• Provide advice and answer questions from asylum seekers and refugees regarding UNHCR registration procedures and their rights and rights.
• Ensure that persons of concern to UNHCR have fair and transparent access to registration procedures.
• Maintain accurate and up-to-date data relating to all matters relating to the registration of asylum seekers and refugees.
• Maintain an efficient and up-to-date physical records management and archiving system.
• Refer protection cases, including people with specific needs, and ensure their timely referral to other relevant units and / or partners.
• Collaborate with protection staff and / or partners in the implementation of the various protection services for people under the mandate, including for assistance, the issuance of identity documents and rights.
• Proceed to notifications of Refugee Status Determination decisions and conduct the appropriate counseling.
• Conduct reopening request interviews and make recommendations to the supervisor according to UNHCR standards.
• Identify people of concern to UNHCR during sessions conducted in detention centers.
• Assume the role of interpreter when necessary.
• Carry out all other associated tasks requested.

Educational additional comments

High school diploma and post-secondary training / certificate in Social Sciences, Law, or related fields.

Experience in the field of Protection and Registration and Refugee Status Determination (RSD) of Asylum Seekers and Refugees

Experience remark

Experience in registering asylum seekers with UNHCR.

Experience in conducting RSD interviews and Refugee Status Assessment.

Experience in identifying and referencing protection cases.

Mastery of interview techniques with vulnerable people.

Being able to take initiatives when necessary.

Language skills

• French(Mandatory), Level - Fluent
• English(Optional), Level - Working Knowledge

Area of expertise details

Mastery of refugee law and the guiding principles of Refugee Status Determination (RSD).

Good computer skills, particularly in data management.

Knowledge of UNHCR tools and database (ProGres V4 and BIMS) desirable.

Strong interpersonal skills, including the ability to work in a team.

Flexible and able to work effectively in a multicultural environment.
