Job Description

Background of Country and Emergency Response:

Months of escalating Russian hostility towards Ukraine have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine, with a view to destabilize the country and provoke a change in government. Fleeing insecurity, Ukrainians are travelling west, with Poland establishing 8 reception centers along its border with Ukraine, for an estimated 1 million arrivals.

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Poland and Ukraine to facilitate immediate assistance that can be used where it is the most needed. IRC Poland has been delivering cash and livelihoods assistance, gender-based violence prevention and response, legal information and assistance, and child protection interventions in Warsaw, Lublin, Wroclaw, and Krakow as well as surrounding areas. Presently, IRC is in the process of updating its refugee response program strategy which will inform needs-based mid-term response interventions in Poland.

Key working relationships:

- Position Reports to: Senior Protection and Rule of Law Manager, Poland - Position directly supervises: Protection Monitors, Child Protection Monitors

- Internal collaborations within IRC: Access to Justice Manager, Senior Responsive Information Services Officer, Senior Women’s Protection and Empowerment (WPE) Manager; Senior Child Protection (CP) Manager; Partnership Coordinator; Economic Recovery and Development (ERD) Coordinator/Managers. - External collaborations to IRC: Protection and information management actors, organizations and agencies

The Protection Analysis Manager will roll-out IRC’s Protection Monitoring program in Poland, that is responsive to emerging protection risks and needs related to the Ukraine crisis. Data collected through protection monitoring will inform program strategies; identification, referral and case management of clients; and advocacy strategies.

Specifically, the Protection Analysis Manager will be responsible for:

1) Context evaluation: Working with other sector teams, monitor unfolding events in Poland, specifically:

- Continually monitor the socio-political environment around refugees in Poland and feed into protection analysis and contextual background tools/briefs

- Conduct stakeholder analysis: continually review existing actor mapping with a view to establish/strengthen partnerships focused on the delivery of general protection services

2) Program management and delivery: Lead the Protection Monitoring program and design Protection Analysis products, including:

- Recruitment, training, coaching, and supervision of the Protection Monitoring Team

- Travel planning for mobile Protection Monitoring teams

- Managing relations with community focal points to support access to target groups

- Development / revision of data collection tools

- Data and information synthesis and analysis

- Drafting Protection Analysis reports and interactive data visualization products

- Ensuring linkage between protection monitoring and referrals as well as information dissemination

- Team management and supporting employee development

- Procurement planning and management

- Budget planning and management

- Monitoring and Evaluation plan development in close coordination with the Senior PROL Manager and MEAL Coordinator

- Development and monitoring of work plan

- Program report writing

3) Coordination & representation: Working with relevant stakeholders, including technical team, support the development of coordination system, specifically:

- Continually identifying strategic actors to strengthen protection response

- Participate in relevant coordination mechanisms and bilateral meetings such as inter-agency meetings, actor and service mappings

- Representing IRC in the Information Management Working Group and other similar forums

- Coordinating with other protection monitoring actors to prevent duplication and support complementarity

- Ensuring smooth and timely information flow of significant developments to the rest of the team and leadership to inform program and operational strategies

4) Program quality: Support program quality through technical oversight and training, ensuring adherence to global standards, specifically:

- Develop/contextualize program tools and processes related to protection monitoring and referrals

- Conduct program monitoring with a view to support oversight of quality

- Deliver training sessions on legal and humanitarian topics and programs

- Integrate technical capacity sharing approaches into partnerships

Qualifications

Requirements:

- Language: English required; Ukrainian and/or Russian; Polish a distinct advantage

- Bachelor of Arts or Science in Social Work, Human Rights, Social Science, Humanities, Social Research or other related field, desirable. A postgraduate degree in a similar field a distinct advantage.

- At least three years of experience in protection, social or similar programs

- Experience facilitating group activities, trainings and workshops and mentoring others

- Experience interviewing vulnerable groups

- Experience in data analysis and presentation

- Experience in working in refugee camps or other emergency programming settings a distinct advantage

- Excellent communication skills

- Demonstrated understanding of and ability to maintain confidentiality and respect for clients/beneficiaries

- Positive and professional attitude, including ability to lead and work well in a team setting

- High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

- Strong commitment to humanitarian and protection principles and IRC values

- Computer literate, including Microsoft Word and Excel

This position will be based in Warsaw, with occasional travel to Rzeszow, Lublin and other locations as necessary. As this is a fluid and rapidly changing context, the location of this position and length of assignment may change based on the needs of the program.
