Result of Service To elaborate two Options Papers for presentation to the 10th SPAW STAC and 12th Conference of Parties to the SPAW Protocol that assesses the feasibility of implementing the recommendations of the “Assessment of the Impact and Effectiveness of CaMPAM” and the “Evaluation of Connectivity Between the SPAW-Listed Protected Areas to Guide the Development of a Functional Ecological Network of Protected Areas in the Wider Caribbean”.

Duties and Responsibilities 1. Background
The United Nations Environment programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. lts mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action.
The UNEP Caribbean Environment Programme and Cartagena Convention Secretariat is implementing project activities in the Wider Caribbean focused on marine biodiversity, marine pollution and public awareness under the ACP MEAs Phase III Programme. The programme Capacity-building related to Multilateral Environmental Agreements (MEAs) in African, Caribbean and Pacific (ACP) Countries Phase III (ACP MEA) is a joint partnership between the European Union, the Organization of African, Caribbean and Pacific States, United Nations Environment Programme and the Food and Agriculture Organization of the United Nations. The programme aims to build capacity in 79 countries in Africa, Caribbean, and the Pacific to support them in fulfilling their obligations as parties to Multilateral Environmental Agreements to tackle the environmental issues they face.
The overall objective of the ACP MEAs III Project is to enhance the mainstreaming and implementation of MEAs related to biodiversity, marine and chemicals and waste, with a focus on the mainstreaming of biodiversity in agriculture, the management of chemicals and waste (including hazardous pesticides), the reinforcement of compliance and enforcement measures and strengthening of the implementation of regional seas conventions in ACP countries.
This consultancy will be implemented through financial support from the ACP MEAs III Project and will support the Cartagena Convention Secretariat’s activities under Result 2.2:
Development of a regionally representative network of Marine Protected Areas (MPAs): The expected result of this component is a functional network of Protected Areas listed under the Convention’s Specially Protected Areas and Wildlife (SPAW) Protocol covering interconnected marine habitats and ecosystems for restoring and sustaining the health of the oceans.
Integration of a Networking Group of the SPAW Marine Protected Areas (MPAs) to lead the Inter-Regional network of MPAs and enhance the Caribbean Marine Protected Areas Management (CaMPAM) network and forum.
Assess CaMPAM’s effectiveness, including a mechanism for its restructure and financial sustainability.
The Consultant will be under the direct supervision of the SPAW Programme Management Officer and the assignment conducted with additional technical guidance provided by the SPAW STAC Working Group and the Regional Activity Centre for the SPAW Protocol. The Consultant will develop two Options Papers for consideration by the 10th Scientific and Technical Committee (STAC) Meeting of the Convention’s Specially Protected Areas and Wildlife (SPAW) Protocol.
The Caribbean Marine Protected Areas Managers (CaMPAM) Network was established in 1997 under the aegis of the UNEP Cartagena Convention Secretariat. The purpose of the network is to improve the management of marine protected areas through structured and consistent information sharing, training events, learning exchanges, and technical support. The coordination mechanism for the CaMPAM Network has changed over time, in keeping with its changing institutional relationships and an increase in the range of activities.
During the 10th Conference of Parties of the SPAW Protocol, the Conference recommended that the Secretariat undertake a comprehensive review to determine the impact of CaMPAM activities thus far (Decision 5). The review was intended to evaluate network effectiveness and guide future network development to ensure that activities are linked to the overall goals of the SPAW Protocol.
Under the ACP MEAs III project an evaluation of the connectivity between SPAW-listed protected areas was undertaken to guide the development of a functional ecological network of protected areas in the Wider Caribbean Region.
The “Assessment of the Impact and Effectiveness of CaMPAM” (UNEP(DEPI)/CAR WG.42/INF.41 Add.1) (http://gefcrew.org/carrcu/SPAWSTAC9/Info-Docs/WG.42-INF.7-Addendum1-en.pdf ) and the “Evaluation of Connectivity Between the SPAW-Listed Protected Areas to Guide the Development of a Functional Ecological Network of Protected Areas in the Wider Caribbean” (UNEP(DEPI)/CAR WG.42/INF.10) (http://gefcrew.org/carrcu/SPAWSTAC9/Info-Docs/WG.42-INF10-en.pdf) were both developed under the ACP MEAs III project and presented to the 11th SPAW COP in July 2021 for the consideration of SPAW Contracting Parties.
The purpose of this assignment is to further support the delivery of Result 2.2 of the ACP MEAs III project through the development of two Options Papers to be presented to the 10th Scientific and Technical Committee (STAC) Meeting of the SPAW Protocol. The Paper will assess the feasibility of implementing the recommendations of the “Assessment of the Impact and Effectiveness of CaMPAM” and the “Evaluation of Connectivity Between the SPAW-Listed Protected Areas to Guide the Development of a Functional Ecological Network of Protected Areas in the Wider Caribbean” and suggest possible means of implementation in the short, medium and long-term. The development of this Paper was also endorsed by Recommendation V(6) of the 9th SPAW STAC: Contracting Parties request that the Protected Areas Working Group, in collaboration with the Secretariat and SPAW RAC, as appropriate, review the recommendations presented in the “Assessment of the Impact and Effectiveness of CaMPAM” (UNEP(DEPI)/CAR WG.42/INF.41 Add.1) and the “Evaluation of Connectivity Between the SPAW-Listed Protected Areas to Guide the Development of a Functional Ecological Network of Protected Areas in the Wider Caribbean” (UNEP(DEPI)/CAR WG.42/INF.10).
Qualifications/special skills Academic Qualifications: Master’s Degree in Environmental/Natural Resource Management or a related field is required.
Experience: Five years or more proven experience in environmental and project management or a related field is required.
Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Spanish is required. Knowledge of another official United Nations language is desirable.
Special Knowledge and Skills: Considerable knowledge of protected areas coastal ecosystems management practices and issues.
Experience with governance arrangements for protected areas and coastal ecosystems management in the Caribbean.
Knowledge of the operations of professional networks.
Experience in conducting programme reviews and stakeholder engagement.
