You have:
- Educated to degree level or higher.
- Proven donor engagement with ECHO, BHA, EU, SIDA, NMFA, FCDO, USAID, UNICEF, ECW, WFP, etc.
- Humanitarian/development professional with relevant Master’s degree or equivalent professional experience.
- Skilled in communication products and tools.
- Minimum 5 years’ experience in both emergency and development contexts, ideally with experience in new business development.
- Fluent in English and French, both written and spoken.
- Flexibility to adjust working practices in emergencies, including surge deployments.
- Experience working with local NGOs and in humanitarian cluster systems.
Description
Job Title: Proposal, Grant and Communication Coordinator (PGCC)
Reports to: Central Africa and Great Lakes Regional Director Contract Type: Full-Time (37.5 hrs/week), 1-year fixed term (renewable) Salary: £19,000 – £25,000 Location: Based in Goma, with regular travel within the country (approx. 30%) Application Deadline: Open until filled — first selection will take place by 15 May 2025
Part 1: Role Purpose
The PGCC is a senior role within the Street Child DRC team, responsible for coordinating proposal development processes, ensuring strong award and grants management, and leading strategic communications. This highly organised role involves multi-stakeholder coordination, creative packaging of proposals for donors, and maintaining a competitive edge. It also focuses on ensuring quality reporting and alignment with Street Child’s core values and Theory of Change.
Part 2: Key Responsibilities
1. Proposal Development
- Lead and manage consortium arrangements with appropriate documentation.
- Collaborate with technical coordinators and partners to develop innovative concept notes.
- Conduct BID/No BID analysis of funding opportunities following SC protocols.
- Lead development of high-value/complex proposals, ensuring quality and competitiveness.
- Act as lead writer or penholder for DRC proposals; support regional countries as needed.
- Coordinate project design inputs across departments (technical, finance, HR, etc.).
- Ensure internal review and sign-off in line with SC protocol.
- Draft standard proposal sections (capability statements, context, experience).
- Embed Street Child’s Theory of Change and ensure inclusion of programme quality elements.
- Coordinate Value for Money calculations when required.
2. Grants Management & Co-Creation Partnerships
- Lead monthly award review meetings with local partners.
- Raise and manage grant-related risks with SMT, including NCEs, budget revisions, and donor communication.
- Support localisation efforts and capacity strengthening for local partners.
- Coordinate co-creation processes in targeted sectors and regions.
3. Strategic and Operational Communication
- Annually produce a documentary showcasing Street Child’s impact in DRC.
- Organise annual “door open” days and quarterly dining events with street-connected children and partners.
- Raise Street Child DRC’s profile on digital and internal platforms in coordination with global comms.
- Develop and implement visibility action plans based on donor requirements.
- Conduct quarterly field visits to collect communications material.
- Collaborate closely with RLPM and global communications teams on materials and strategy.
- Perform additional tasks as required by the Area Office.

Education / Qualifications
Essential:
- Educated to degree level or higher.
Desirable:
- Master’s degree in Economics, International Marketing, or equivalent experience.
Experience and Knowledge
Essential:
- Proven donor engagement with ECHO, BHA, EU, SIDA, NMFA, FCDO, USAID, UNICEF, ECW, WFP, etc.
- Humanitarian/development professional with relevant Master’s degree or equivalent professional experience.
- Understanding of the Grand Bargain, C4C, and global localisation agenda.
- Skilled in communication products and tools.
- Minimum 5 years’ experience in both emergency and development contexts, ideally with experience in new business development.
- Strong experience in coordinating large-scale or strategic proposals, including multi-million-dollar budgets.
- Excellent organisational, coordination, and interpersonal skills, with the ability to clearly communicate and negotiate across levels.
- High cultural awareness and ability to work in diverse international environments.
- Results-oriented, with the confidence to challenge established approaches.
- Flexibility to adjust working practices in emergencies, including surge deployments.
- Fluent in English and French, both written and spoken.
- Commitment to Street Child’s values and safeguarding policies.
Desirable:
- Experience in communication and innovative marketing concepts.
- Experience working with local NGOs and in humanitarian cluster systems.
- Experience in Sub-Saharan Africa, particularly the Great Lakes region.
