Job-Purpose

The Proposal Development Coordinator (PDC) leads the day-to-day coordination of proposal development for World Vision Afghanistan, from Go/No-Go preparation to submission and handover to Operations. Reporting to the Senior Business Development Manager (SBDM), the PDC drafts and consolidates concept notes and proposals, sets timelines, distributes tasks and follows up with technical, operations, finance and partner teams. The role requires independent thinking: questioning assumptions, checking that designs are evidence-based and coherent, and raising risks early. The PDC supports grant management where needed, mainly through quality reviews, Support Office communication and a smooth handover of awarded grants.

PROPOSAL DEVELOPMENT & DESIGN

Independently lead the development of concept notes and proposals for institutional donors, UN agencies, private funders and Support Offices, in close coordination with the SBDM.

Draft key proposal sections, including context analysis, problem statement, theory of change, narrative and logframe, and consolidate inputs into one coherent and convincing document.

Critically review designs, logframes and budgets for logic, evidence, feasibility and alignment with donor and WVI requirements; question assumptions and propose improvements before submission.

Analyse calls for proposals and donor guidelines and prepare requirement summaries to inform Go/No-Go decisions.

Ensure that community needs, field staff input and child well-being considerations inform design, using practical methods for listening to communities and field teams.

Build learning from previous projects, evaluations and After-Action Reviews into new designs, and create room for innovative approaches.

Work with Finance and technical teams to develop budgets that match the design, using cost catalogues where available.

Support the identification of funding opportunities aligned with the WVA Strategy 2026-2030, under the guidance of the SBDM.

Maintain the opportunity pipeline and upload acquisition data accurately and on time in relevant systems.

OVERALL COORDINATION OF THE PROPOSAL PROCESS

Coordinate the full proposal process from Go/No-Go to submission, including kick-off meetings, task allocation, timelines and follow-up.

Apply a standard proposal checklist at the start of every proposal and communicate clear roles, expectations and deadlines to all contributors.

Make requests to colleagues concrete (what is needed, from whom and by when) and follow up proactively rather than only tagging colleagues.

Coordinate inputs from sector leads, Operations and Zonal Managers, MEAL, Finance, Procurement, Support Services, partners and Support Offices, ensuring responsibilities are shared across functions.

Take ownership of proposal quality and deadlines, and escalate bottlenecks to the SBDM early.

Coordinate with local partners on their role in joint design and on due diligence documentation.

Organise and document After Action Reviews after each submission and follow up on agreed improvements.

Grant Management Support and Handover

Coordinate a structured handover of awarded grants from BDU to Operations, covering key commitments, budgets, indicators and donor requirements.

Support agreement development, amendments and donor negotiations together with the SBDM.

Review selected donor reports and award deliverables for quality and consistency with the proposal, as required.

Support timely and responsive communication with Support Offices and donors on grant matters.

SECURITY:

Maintains passwords and users’ credentials to assure systems security and data integrity

Quality, Learning and Capacity Building

Develop and improve business development tools and templates, such as the proposal checklist, timelines, requirement summaries and, with Finance, cost catalogues.

Coach programme and operations staff on proposal development, design quality and donor requirements.

Capture lessons learned and share them across the team.

Spend time in field offices to understand programme realities and strengthen field input into design.

[If applicable] Supervise and support assigned staff, including performance objectives, regular feedback and development, in line with P&C guidelines.
