Org. Setting and Reporting This position is located in the Property Management Unit (PMU) of the Office of the Chief Supply Chain Management Section, Division of Mission Support of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), duty station Bangui. The incumbent reports to Chief, Property Management Unit.

Responsibilities Within delegated authority, the Property Management Officer will be responsible for the following duties:

•Provides advice to the Chief of the Section on all matters related to the policy and procedures governing the management of the United Nations Property including Real Estates Assets; •Contributes to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, Strategic Guidance and Performance Management Framework; Act as the focal point for the Missions' property management issues pertaining to control and reporting on write-off/disposal of assets including Real Estates •Plans the property management support operations, monitors progress through statistical analysis of database records and monthly progress reports for the Unit; •Monitors ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property; - Liaises with Self Accounting Unit (Technical Sections/Inventory Owners), Procurement Sections, Movement Control Unit and Centralized Warehouse Section at the mission level on matter related to Inventory Management and Warehouse Management, primarily related to the write-off and disposal activities of UN Property. •Plans and supervises proper disposal of hazardous waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination; •Responsible for the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property at the mission in conformance with Administrative Instructions, DOS/DMSPC guidelines and mission Property Management standard operating procedures; - Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of MINUSCA's property management; - Processes all incoming shipments through Umoja and prepares Receiving and Inspection reports in Umoja System; - Monitors the Umoja System, ensuring anomalies are identified in Discrepancy Reports and addressed immediately; •Prepares periodic performance reports in line with the DOS/DMSPC quarterly reporting regime, review and ensure accuracy of data; - Prepares accurate and auditable statistical reports for management in missions and DOS and drafts correspondence, as required; •Drafts Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit; - Identifies issues and implements solutions to problematic areas related to Property Management - Ensures proper maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records; •Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process; •Prepares and verifies periodic IPSAS financial reports on PP&E , Inventory and Real Estates Assets (year-end reports, monthly reports), ensures timely submission as per the DMSPC Guidelines •Provides guidance to the relevant Self Accounting Units on the impairment and assets useful life review for the mission's property; •Assists the convening of the Property Survey Board(s) as an integral part of the internal control and oversight functions ensuring compliance with United Nations Financial Regulations and Rules and in line with the Delegation of Authority for property management. •Performs other duties as required.

Education High School Diploma (or equivalent) is required. Technical or vocational certificate in at least one of the following areas is desirable: logistics, supply chain management, business administration and procurement.

Job - Specific Qualification Certification in Enterprise Resources Planning based applications such as SAP or Umoja is desirable

Work Experience A minimum of ten (10) years of progressively responsible experience in supply chain management, logistics, procurement, administration or related area is required.

Experience in providing logistics and supply chain services in a conflict or post conflict environment is desirable.

At least one (1) year experience in Asset under Construction (AuC) and/or Fixed Asset Management and/or Property Survey with Enterprise Resources Planning based applications such as SAP or Umoja is desirable.

at least one (1) Experience in Asset Management in peacekeeping environment or international organization, is desirable.

The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (oral and written) is required.
