Org. Setting and Reporting This position is located in the Global Asset Management Policy Service (GAMPS) of the Field Operations Finance Division (FOFD) within the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC) in New York.

The Global Asset Management Policy Service, FOFD provides strategic guidance with respect to global property management and real estate services, including oversight of major construction projects and long-term capital planning as reflected in the strategic capital review. It provides expert advice and guidance on property management and reviews financial data for compliance with IPSAS and the property management framework. The Division is further responsible for operationalizing a property management system that is fully compliant with IPSAS, the Financial Regulations and Rules, as well as the Delegation of Authority for property management.

Among other responsibilities, the objective of GAMPS is to enable effective and efficient management of United Nations property, to promulgate and continuously enhance the performance management framework, to provide global oversight through performance monitoring and reporting, to guide entities for improving data quality on property and achieve IPSAS-compliant recording and reporting on Property, Plant and Equipment (PP&E) and Inventory.

The incumbent reports to the Chief of Unit, Property Management.

Responsibilities Under the overall supervision of Chief of Global Asset Management Policy Service, the incumbent is responsible for:

  • Provide advice to the Unit Chief and to client entities on matters relating to the policy and procedures governing the management of the United Nations Property during its life cycle, from goods receipt through write-off and disposal. Assist with the timely monitoring of the integrity of the United Nations property records in all Secretariat entities, including, master data management, inventory accuracy and data reliability. Contribute to design, implement, and report on Key Performance Indicators (KPIs) for the end-to-end property lifecycle.

  • As a subject matter expert of ERP projects, provide advice on end-user requirements to the developers of the real estate, infrastructure, equipment, and inventory monitoring and control systems, operationalization, and stabilization of materials management business processes in Umoja environment, adoption of new business processes, and the implementation of common approach to property management and its financial reporting. Assist with the coordination of reporting to the legislative bodies on matters relating to property management records, particularly financial reporting on assets under IPSAS and responses to queries from oversight bodies.

  • Assist with the analysis and monitoring of the effectiveness and execution of real estate, infrastructure, equipment, and inventory control procedures in the client entities to ensure compliance with Financial Regulations and Rules of the United Nations, with the Delegation of Authority for property management and accountability, the applicable manuals and relevant directives and guidelines. Identify and recommend solutions to problematic areas of the asset control process. Provide assistance to liquidating missions on liquidation planning and disposal plans and reports. Extract, analyze and integrate data to develop operational, analytic, and strategic reporting solutions, visualization tools for real time analysis of data, derive actionable intelligence and enable management decisions.

  • Assist with tasks relating to mission staffing including in client entities, drafting vacancy announcements. Contribute to the proper execution of functions carried out within the Unit and assist with development of work plans and supervision of support staff, as required. Contribute to the overall functioning of the Unit.

  • Perform other duties as required.

  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education Advanced university degree (master’s degree or equivalent degree) in public or business administration, supply chain management, logistics, engineering, architecture, information technology or other relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Certification in PRINCE2 or other project management methodologies is desirable.

    Certification in fixed assets management is desirable.

    Training in the area of data analytics and visualization is desirable.

    Work Experience A minimum of 5 years of progressively responsible experience in the field of property management, logistics, supply chain management, data management or related area is required.

    Experience in property management performance monitoring and reporting is desirable.

    Experience in data analytics and visualization in areas of property management / real estate is desirable.

    Experience in property management in field operations is desirable.

    Experience in development and implementation of ERP asset and inventory management solutions is desirable.

    Experience in IPSAS accounting is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
