Org. Setting and Reporting

This position is located at the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), Goma in the office of the Chief Centralized warehouse. Goma is classified at "D" hardship level and it is a non- family duty station. The incumbent reports to the Chief Centralized Warehouse Section to whom he/she will effectively and efficiently manage all operational matters related to Warehousing operations.

Responsibilities

Within delegated authority, the Property Management Assistant will be responsible for the following duties: • Assists the Supervisor with planning of the property management operations, monitors progress through statistical analysis of database records and monthly reports. • Liaises with the Self Accounting Units, Procurement Section and Movement Control Section at the mission on matters related to Receiving and Inspection, Inbound coordinator and inventory control. • Responsible for the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property at the mission in conformance with Administrative Instructions. LSD/DFS guidelines and mission Property Management standard operating procedures. • Assists in the utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s property Management. • Monitors the Inventory Management, receiving and inspection database; ensuring anomalies are identified in Discrepancy Reports and addressed immediately. • Prepares periodic performance reports in line with LSD quarterly reporting regime, reviews and ensures accuracy of data. • Prepares accurate and auditable statistical reports for management in missions and LSD/DFS and drafts correspondence, as required. • Assists the Chief of Section in compilation and drafting the Standard Operating Procedures (SOP) and flow charts related to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the staff in the Unit. Supervises and evaluates performance of staff. • Identifies issues and implements solution to problematic areas related to Property Management, inbound coordination and intra missions transfers. • Assists with the maintenance of the fixed asset register by recording information related to fixed assets, ensures accuracy and integrity of property records. • Ensures accurate tracking of incoming fixed assets, implements and monitors the periodic process of physical and virtual receipts including enrichment and assets capitalization. • Assists with the preparation and verification of periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission as per the LSD Guidelines. • Performs other duties as required.

Work Experience

  1. A minimum of 8 (eight) years of experience in supply chain management, asset management, receiving and inspection, source to acquire or fixed assets accountant is required. Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of French is desirable.
