Org. Setting and Reporting This position is located in the United Nations Interim Security Force for Abyei (UNISFA). Applicants will be expected to serve in a hardship duty station with difficult working and living conditions. The Property Management Assistant at this level will be required to efficiently and effectively assists the Supply Chain Performance Management Unit Chief on management, monitoring and reporting of all property management support operations of the field mission. The incumbent reports to the Chief Performance Management Unit within the Supply Chain Section in UNISFA.

Responsibilities Within delegated authority, the incumbent will b responsible for the following duties:

•Assists the Supervisor with planning of the property management operations, monitor progress through statistical analysis of database records and monthly progress reports for the Unit; assists in monitoring ongoing operations of the Unit; •Assists in the implementation of the ongoing operations of the Unit; undertakes regular site visits of field mission offices and carries out physical inspections and verification of UN property; •Liaises with the Technical Units, Procurement, Acquisition Management Unit, Movement Control Unit and Centralized Warehouse at the mission on matter related to Codification, Inventory Control, Receiving and Inspection as well as Write-Off and Disposal activities of UN property; assists in ensuring that property management activities are in compliance with UN Environment and Waste Management policies; •Assists in the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN property at mission in conformance with Administrative Instructions, DOS and DMSPC directives and guidelines and mission Property Management standard operating procedures; •Assists in the utilization and enhancement of the established business intelligence, reporting and management tools to monitor and evaluate the overall progresses of the Mission’s performance in property management and supply chain processes; •Assists the Unit in controlling and monitoring the Umoja Property and Inventory Management database ensuring that anomalies and discrepancies are identified and addressed immediately to the related mission Units for reconciliation; ensures that the Umoja records are up to date and in compliance with the Property Management business processes through the entire UN Property life cycle (from initial codification to the write-off and disposal of the UN property); •Assists with the preparation and verification of periodic performance and financial reports in line with the DOS and DMSPC reporting regime, review and ensure accuracy of data; prepares accurate and auditable statistical reports for management in missions and DOS and DMSPC and draft correspondence; •Assists the Supervisor in compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property and Inventory Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit; •Assists with the maintenance of the fixed assets register by recording information related to fixed assets, ensuring accuracy and integrity of property records; •Assists and carry out Property Board of Survey as and when required; •Perform other duties, as required.

Education High school diploma or equivalent is required. General training in property/inventory/supply management, is highly desirable.

Work Experience A minimum of 5 years of experience in the field of property management is required. Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization is required. Hands-on experience on Enterprise Resource Planning (ERP) systems in the areas of Property and Inventory Management is required. Experience in property survey board process and functions are desirable. Experience in reporting and data collection is desirable.

Languages French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of the other is desirable.
