Organizational Setting

FAO is implementing a Blue Transformation program in Seychelles, notably through the REEFFISH project (GCP/RAF/520/JPN) and the Support for business development and investment opportunities in fisheries project (TCP/SEY/3805).

REEFFISH project (GCP/RAF/520/JPN) : The Government of Japan and the Food and Agriculture Organization (FAO) of the United Nations signed an agreement on 28 August 2019 to implement the project entitled “Project for Enhancing Livelihoods, Food Security and Maritime Safety through Increased Resilience of Fishing Communities Dependent on Coral Reef Fisheries in the African Coastal Countries of the Indian Ocean” – REEFFISH project (Project Symbol: GCP/RAF/520/JPN). The selected countries for the project are Comoros, Kenya, Madagascar, Mauritius and Seychelles.

The overall impact of the project is "Resilience of coral reef fishing communities" by targeting the following outcomes: • Outcome 1: Improved management of fisheries around coral reefs and FADs, both for restoration and protection and for income generation. • Outcome 2: Improved fisheries value chains and market access for coral reef and FAD fisheries products. • Outcome 3: Reduction of Illegal, Unreported and Unregulated (IUU) fishing and enhancement of maritime safety.

In Seychelles the project is implemented through a collaboration between FAO and the Ministry of Fisheries and the Blue Economy. The project priority sites in Seychelles are located in Anse Royale and Silhouette, a secondary project site is located in Curieuse.

A National Project Coordinator (NPC) has been nominated by the Ministry of Fisheries and the Blue Economy at the Seychelles Fishing Authority (SFA) to coordinate the project implementation in the country. The National Project Coordinator works closely with the project assistant at FAO Seychelles and the Regional project team.

To support the project implementation, a technical specialist will be recruited to assist the National Project Coordinator in the implementation of activities and in particular activities targeted by the National Steering Committee:

• Strengthen activities related to IUU fishing reduction : Develop Community surveillance mechanisms for MPAs (Activity 3.3.1), Review rules and regulations for implementing including application of the SSF guidelines (Activity 3.3.4) • Sensitization of the beneficiaries and awareness on IUU fishing and capacity building • Strengthen the management plans of the Marine Protected Areas (MPAs) (Activity 1.2.1) • Assist the NPC in the administrative and technical work and

Support for business development and investment opportunities in fisheries project (TCP/SEY/3805): The Government of Seychelles has put in place fish processing facilities over the past years in order to develop the post-harvest fishery sector. The objective is to attract local investor and develop fish processing facilities and value added products. The project will contribute to addressing challenges that entrepreneurs are facing to enter and in doing business, and in particular the fisheries post-harvest sector. The industrial fishery by catch, tuna and tuna like species from industrial longliners, and artisanal fishery catches are targeted with a view to capture the ever-increasing demand of value-added products.

The output (1) of this project will be a developed set of comprehensive and harmonized guidelines through extensive consultation with relevant institutions detailing the various standards for fish processing (henceforth the Guidelines), which will set the framework and guiding principles for numerous components related to fish processing. The set of guidelines will provide complementary regulatory details and directions to institutions, investors, possible and existing fish processors on how to process fish in accordance to the established requirements and best practices. The other outputs (2 onwards) will essentially contribute to i) identified relevant issues which are required to be addressed for the purpose of Ease of Doing Business in the fisheries sector; and ii) provided guidance on ways to gain access to industrial fishery by-catch. The technical specialist will coordinate the project activities implementation with the experts, stakeholders and consultants involved in the project, in particular the follow up of: - Assessment and drafting of the guidelines - Drafting of procedures for entrants to businesses in fish processing - Coordinating the assessment of the value chain sector - Capacity building - Developing the agreements and review the policies in collaboration with the stakeholders

For this project the specialist will work in close collaboration with Lead project consultant and the Lead Technical Officer.

Reporting Lines

The technical specialist will work under the supervision of the FAO Representative in Madagascar, to Comoros, Mauritius and Seychelles, and the direct supervision of the National Correspondent for FAO in Seychelles, and in close collaboration with the national and regional project team.

Technical Focus

Activities implementation, field visits and meetings, administrative and technical support, delivery and reporting of the activities of the project.

Tasks and responsibilities

• Day-to-day assistance for the implementation of project activities in Seychelles; • Prepare and follow up closely and timely on implementation of project activities in close collaboration with the National Project Coordinator • Participate in the project team meeting (regional and national) • Follow-up the activities in the field and work closely with the fishers communities in the selected project sites and the relevant partners • Coordinate the project activities implementation • Organize field meetings, workshops • Realize or follow-up the scoping • Provide technical and administrative assistance for the related activities implementation; • Write the Terms of reference for field mission or workshops; • Write the Terms of reference for the consultants and/or experts • Write the relevant technical notes and reports • Assist in the implementation of awareness, communication and visibility plans of the projects; • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in fisheries or related field to this assignment. • At least 3 years of work experience in fisheries and preferably in value chain development. • Working knowledge of English and French • Nationality of Seychelles or resident in the country with a regular work permit.
