Organizational Setting:

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict. FAO interventions will include, among others:

• Introduction of various productivity enhancing technologies to improve household incomes and promote sustainable agricultural practices.

• Technical assistance to government in reviewing existing policies that promote equitable agribusiness venture arrangements between farmers and agribusiness firms and capacity building activities for farmers that are anchored on the value chain approach.

• Capacity building on enterprise development and agribusiness that will allow farmers, fisherfolk and local government units to maximize potential market opportunities.

• Restoring and increasing the productivity of agriculture and fisheries-based livelihoods of smallholder farmers and marginalized fishers, decommissioned Moro Islamic Liberation Front (MILF) combatants and their families

• Enhancing the competitiveness of farm households, particularly women, to establish and manage microenterprises

• Facilitating the establishment of agribusiness enterprises with production-market contract agreements or similar arrangements

Reporting Lines:

The Project Team Leader reports directly to the the Head of the FAO Mindanao Sub-Office.

Technical Focus:

FAO Philippines is currently implementing a project on Conflict Transformation in areas affected by armed conflict in BARMM through area-based community driven development. The project aims to contribute in immediately addressing and mitigating challenges of building and sustaining peace amidst the COVID-19 pandemic and the 2022 elections and lay the ground for conflict transformation outcomes that can drive forward the region’s transition process.

Tasks and responsibilities

The Project Team Leader will be responsible for the following tasks:

• Provide overall guidance and technical support to the project particularly in planning, implementation, supervision and monitoring of project interventions on capacity buildings and sustainable agricultural livelihoods; • Establish input distribution and training plans covering the whole duration of the project, in close coordination with the World Food Programme (WFP), International Organization for Migration (IOM) and United Nations Development Programme (UNDP), Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other government partners and in line with the market demand and cropping season and within the framework of restoring farming and rural livelihoods of target beneficiaries,; • Formulate detailed practical criteria for selection of beneficiaries for agriculture inputs and participants to various training, from priority project areas; • Prepare the technical specification of inputs for technical review and clearance by the relevant technical officers; • Ensure the technical quality of the inputs to be distributed to ensure compliance to technically cleared specifications; • Identify possible Service Providers with technical, operational and financial capacity to provide the services required under the needed Letters of Agreement (LoAs); • Prepare Letters of Agreement (LoAs) for Service Provider and facilitate their review/clearance by the project’s Lead Technical Officer (LTO), and other relevant colleagues at the Representation Office, up to their final approval; • In coordination with the identified service provider/NGO partners, and in close collaboration with the WFP, MAFAR-BARMM and LGUs, prepare a detailed distribution plan and establish input delivery points; • Oversee the timely distribution of the required agricultural supplies and inputs, including the required documentation of acceptance by the beneficiaries; • Serve as resource person during the conduct of training relevant to his expertise; • Monitor the progress of the LoAs, as well as, the distribution and use of the inputs and ensure proper use; • Participate in joint coordination meetings with WFP, IOM, UNDP, other relevant UN agencies, and BARMM ministries/agencies including LGUs; • Prepare and submit individual monthly accomplishment report and project quarterly progress reports stating relevant project accomplishments, activities undertaken, challenges and lessons learned/good practices; • Prepare and submit an end-of-assignment report and project terminal report in English according to FAO's guidelines; • In close coordination with the National Communications Specialist, the Project Team Leader will also contribute to the creation of a positive image and overall credibility of FAO as a technical organization including the release of communications/visibility materials of FAO projects to relevant website and/or social media platform; and • Perform any other tasks/functions that may be assigned by the FAO Representative and the Assistant FAO Representative (Programme) and Head of Mindanao Sub-Office.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• The candidate must have an advanced University degree in the field of rural development, farming systems, agriculture or any other field related to the work of FAO. • At least 7 years of professional experience in planning and implementation of rural development programmes, agricultural enterprise development, and/or project implementation in an area of FAO's activities in the country. • Working knowledge (level C) of English and Tagalog. • National of the Philippines

Technical/Functional Skills

• Familiarity with UN administrative operations is an asset. • Ability to plan and work under pressure and within tight deadlines. • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point). • Must be familiar with the local rural setting in Central Mindanao and Bangsamoro areas.
