Result of Service - Assessment reports of force mobility needs during dry and rainy seasons. - Performance reports on contractors and light field engineering company in horizontal works including drainage management and camps improvement works - Prepare the report on the receipt and efficient utilization of murram and other materials - Provide general sketches of force mobility related projects - Bills of materials and equipment required for the specific tasks - Review reports on roads/camp improvement works prepared by contractor and LFE - Tracking and closure of Projects/tasks

Work Location Abyei, with frequent travel within the UNISFA area of operations

Expected duration This assignment is for an initial duration six months.

Duties and Responsibilities This position is located within the United Nations Interim Security Force in Abyei. The Force Mobility Project Support Officer reports to the Chief Mission Support. Within delegated assignment, the Force Mobility Project Support Officer will be responsible for the following duties:

Planning, Design, and supervision: - Contribute to overall planning and managing Horizontal Engineering works to be carried for both current as well as future mission's requirements. - Develop with military and civilian stakeholders the workflow, end to end of the Force Mobility tasking, implementation, reporting, serviceability of equipment and plans adjustment. - Conceptualize and develop mission specific Force Mobility Project and relevant plans for enhancing force mobility in the mission including tasking and coordination of civilian and military capacities. - Devise the legal and C2 framework for this hybrid capacity of military, civilian and third party contractor capacity. - Evaluate and review tasking and update the status of engineering heavy equipment. - Provide guidance to Force Mobility Contractor and Light Field Engineering Company personnel in the implementation of the Force Mobility Capacity concept. - Travel to front locations and conduct on site assessment to inform continuous improvement.

Operations: - Incorporate Department of Peace Operations (DPO) environmental policy and other related guidelines in regard to horizontal works - Incorporate DPO’s environmental guidelines and advise on the planning, design, construction and maintenance of environmental systems and services and other environmental-engineering activities in the mission. - Recommend solutions to ground works as they arise during implementation of Engineering Projects - Visit project sites to track the progress and monitor the quality of projects undertaken by contractor and light field engineering company

Administration: - Report on implementation rates of Force Mobility Capacity. - In consultation with the Data Analyst devise metrics to determine Force Mobility effectiveness and efficiency. - Develop teamwork and close coordination with Force Mobility Project Contractor staff and Light Field Engineering personnel - Monitor the status of heavy equipment utilization, serviceability and assignment of equipment to the task. - Participate in joint missions with different teams as needed - Participate in planning and assessment groups with various actors - Review, advise on, drafts and negotiate complex agreements and other legal/contractual documents; develops new legal/contractual/provisos to meet unique needs/circumstances - Contributes to the review and design of the SOPs, policies, etc. regarding the related engineering area and of the relevant guidelines on assessment methodology and benchmark criteria on assessing the horizontal works - Perform other related duties as tasked

Academic Qualifications: - A first level degree in engineering or equivalent is required. - A legal qualification is desirable.

Experience: - A minimum of ten years of progressively responsible experience in the field camp management, and construction/engineering supervision. - Experience in the horizontal ground works in UN peacekeeping and/or military operations is desirable. - Experience with standard techniques and practices for operation and maintenance of various types of engineering equipment is desirable. - Experience in professional legal work drafting and negotiating various agreements, policies (especially construction, contracts) is desirable - Computer skills for official correspondence is required.

Language: - Fluency in oral and written English is required. - Knowledge of other UN official language is desirable.
