This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Under the overall guidance of the UN Women Head of Office in Timor-Leste, and supervision of the Spotlight Initiative Programme officer, the National volunteer will provide support and technical assistance to SEII through SI Consultant and UNV Community Officers including support of project implementation, monitoring, contribution to reporting of NAP-GBV 2021’s report.

Co-support to the monitoring, evaluation and reporting of the NAP-GBV Implementation:

  • Provide technical support to UN Women, SEII (special with department of national action plan on gender based violence) and national Department on monitoring, evaluation and coordination) in VAW/VAC data planning, collecting, documenting and reporting that data in relation to implement of NAP_ GBV implementation of this year , (Advocacy works – including 16 days campaign, monitoring changes in attitudes)
  • Work with Monitoring, evaluation and reporting department of SEII to map-out CSOs and Key line -ministries who take responsibility in term of data gathering and reporting relates with Violence against women and girls including person with disabilities and etc.
  • Work closely with Gender Mainstreaming department team of SEII to co-organize and documenting of any gender statistic workshop/meeting with relevance stakeholder of this year.

Monitoring, knowledge management and Documentation:

  • Track and update of the UNW SI-EVAW monitoring component, through monitoring of project activities and partner activities (focus on SEII project activities based on the agreement)
  • Support municipal gender working group through UN V community officer in term of technical support as need it for instance provide input to municipal monthly or quarterly report, review of any TOR/Concept note relate with Event in the municipal level
  • Provide support to UN Women partner (SEII) to gather information and make revisions to quarterly reports before submission to UN women.

Coordination and project management support:

  • Provide support for Program Officer to update the SI-EVAW project indicators specific to pillar 1 and pillar 2 of the Spotlight Initiative.
  • Participate in meetings within UN Women, with partner (SEII) and other stakeholders an prepares notes/meeting minutes.
  • Support coordination work with UN Women and SEII related with EVAW, specific link to advocacy and GBV referral meeting, Inter-Ministerial Commission Meeting, Gender coordination working group meeting to explore more information regarding VAW and VAC data.

Communication and Advocacy:

  • Support SI-EVAW team and partner (SEII) to develop a quarterly communication plan at the national and municipal level and contribute to development of stories and content for social media
  • Monitor SEII’s media relates related to implementation of the SI-EVAW program.
  • Support UN Women and partners (SEII and Municipal authority) to conduct interviews and collect quotes from partners and stakeholders

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University studies in one of the following disciplines: international development, gender studies, social sciences, or other subjects relevant to this position, at the university level or other relevant subjects is required.

Required experience:

24 Months

  • Strong commitment to gender equality and the empowerment of women, with demonstrated experience of researching or working on gender issues;
  • Strong research and writing skills, with strong analytical skills and creative thinking;
  • Ability to think and work logically and work precisely with attention to detail;
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different national and cultural backgrounds;
  • Previous experience (also volunteer experience) from the non-profit sector is an advantage.

Language skills:

  • English(Mandatory), Level - Fluent
  • Tetum(Mandatory), Level - Working Knowledge
