OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories, and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Sustainable Development Framework (UNSDF). Creating this synergy and alignment will be essential to advance WHO's organizational effectiveness and ensure WHO's relevance at country level.

DESCRIPTION OF DUTIES

1.Draft all emergency project proposals from drafting stage to their final acceptance by donors. Provide input to technical staff on the preparation of project proposals, budgets, detailed plans of action, drawing their attention to rules and regulations, procedures and practices. As well as the need for timely submissions to allow release of funds.

2.Closely monitor the workplans to ensure that for all products and services (Top tasks) expenditures are in line with the established award budgets and that award budgets for the Top tasks are within Planned Costs, discussing any inconsistencies with the related technical staff and ensure timely reprogramming is carried out.

3.Work closely with procurement, logistic, HR and technical staff to monitor implementation rates and ensure that activities and expenditures are aligned with the approved agreements and correctly reflected in the donor reports, briefs, etc.

4.Analyse encumbrances, expenditures, awards expiration and funds to be carried over on regular basis to ensure timely disbursement of funds, initiate expenditure batches, and prepare required document to enable FIN/EMRO finalize required actions.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in business administration, management, communication, social sciences or a related field. Desirable: Master's degree in a project management and economic related courses.

Experience

Essential: At least two years of relevant experience in the areas of resource mobilisation, programme planning and management in a results-based environment, data analysis and budget management. Desirable: International exposure in partnership dialogues across diverse national and international actors. Working knowledge in UN.

Skills

Proven skills and knowledge in the area of programme management and budget.

Sound organizational, analytical and evaluation skills, completed by a good knowledge or understanding of donor agreements and reporting requirements.

Working knowledge of information management systems.

Good interpersonal skills and ability to work under pressure; tact, discretion and diplomacy.

Ability to write in a clear and concise manner and to convey written information in an effective manner.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2861 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
