Overview

Support the monitoring, evaluation, and learning of GBV/SRH project in Cameroon.

You have:

• Minimum of two years of relevant experience in monitoring, evaluation, research, and reporting in development, humanitarian, or health-related programs, with a focus on GBV and SRH desirable.
• Strong quantitative and qualitative data analysis skills, including proficiency in statistical software (e.g., SPSS, Stata, R, or Power BI).
• Experience in field monitoring and conducting evaluations in fragile, conflict, or emergency settings is highly desirable, given Cameroon's context.
• Familiarity with Results-Based Management (RBM), UN programming frameworks, and Japanese Government (GoJ) donor reporting requirements.
• Experience in developing M&E systems, indicator tracking tools, and performance measurement frameworks.
• Previous experience working with UNFPA, UN agencies, JICA, or international development organizations is an advantage.
• Excellent oral and written skills; excellent drafting, formulation, reporting skills; Accuracy and professionalism in document production and editing; Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

Contract

UNFPA Cameroon will implement the project "Accelerating Social Stabilization and Community Resilience in Cameroon through Integrated GBV/SRH Services, Empowerment of Women and Youths, and Transformative Engagement of Community Leaders". This 12-month project, funded by Japan, aims to improve the health, safety, and well-being of women and girls affected by crises, fostering social stabilization and community resilience in the North-West, South-West, Far North, and Centre regions of Cameroon. The project addresses persistent humanitarian-development-peace (HDP) nexus challenges by transforming social norms, strengthening local governance, and empowering women and youth as agents of change. The project focuses on three interconnected components: Integrated Gender-Based Violence (GBV) Prevention and Response, Essential Sexual and Reproductive Health (SRH) Services, and Mitigation of Risks, Resilience, and Empowerment of Women, Girls, and Youth

Within the delegated authority and under the supervision of the Humanitarian Coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support and Monitoring Analyst will primarily support the design, implementation, and management of the Monitoring, Evaluation, and Learning (MEL) system for the Japan-funded project in Cameroon. S/he will be responsible for ensuring that project activities and outcomes are effectively monitored, measured, and reported in line with UNFPA standards, donor requirements, and global best practices. The Officer will provide technical expertise in data collection, analysis, performance tracking, reporting, and knowledge management, while working closely with field teams, local authorities, and partners to ensure evidence-based programming and accountability. This role will also serve as a crucial liaison, particularly with the Japanese Embassy, ensuring robust communication and visibility for Japan's contribution to the project.

A. Development and Implementation of M&E Framework (approx. 30%)

● Develop and implement a comprehensive MEL framework for the project, aligning with UNFPA and Japan's donor requirements. ● Define Key Performance Indicators (KPIs), targets, and benchmarks for project outputs, outcomes, and impacts, ensuring alignment with the project's objectives for GBV, SRH, and empowerment. ● Develop project-specific data collection tools, dashboards, and methodologies for routine monitoring and evaluation activities. ● Ensure that M&E tools and methodologies are gender-sensitive, conflict-sensitive, and aligned with the HDP nexus approach, given the project's strategic positioning in crisis-affected areas.

B. Data Collection, Analysis, and Reporting (approx. 30%)

● Oversee the collection, cleaning, validation, and management of project data, ensuring its accuracy, completeness, and reliability. ● Conduct data quality assessments (DQAs) and routine data verification at field levels in the North-West, South-West, Far North, and Centre regions. ● Collaborate with project teams and implementing partners to contribute to the baseline survey and final project evaluation of indicators. ● Contribute to the drafting of interim and final project reports, ensuring compliance with UNFPA and Japan's donor reporting standards. ● Ensure that donor reporting includes quantitative and qualitative analyses, case studies, and impact narratives, highlighting achievements in social stabilization, GBV/SRH services, and women/youth empowerment.

C. Field Monitoring, Capacity Building, and Learning (approx. 20%)

● Conduct frequent field visits to project sites across the North-West, South-West, Far North, and Centre regions to monitor project implementation, assess progress, and engage with beneficiaries and stakeholders. ● Organize or support M&E training and capacity-building sessions for UNFPA staff, implementing partners, and healthcare providers involved in GBV and SRH services. ● Facilitate learning and knowledge-sharing to improve program design and inform future interventions, drawing on innovative practices and lessons learned. ● Establish community feedback mechanisms to integrate beneficiary voices into project implementation, particularly from women, girls, and youth.

D. Donor Liaison, Visibility, and Compliance (approx. 20%)

● Ensure that project M&E activities are aligned with national health monitoring frameworks and UNFPA global standards, particularly regarding GBV and SRH. ● Collaborate with other partners on joint monitoring, evaluation, and learning exercises. ● Facilitate and actively participate in joint field visits between UNFPA and representatives of the Embassy of Japan in Yaoundé, serving as a key point of contact for donor relations. ● Contribute to the implementation of the communication strategy, ensuring high visibility for the project and prominently acknowledging Japan's contribution through co-branding on materials, participation in project events, and documentation. ● Ensure compliance with UNFPA’s Results-Based Management (RBM) guidelines, data protection policies, and ethical standards in M&E. ● Contribute to UNFPA Cameroon’s knowledge management by documenting best practices, lessons learned, and success stories, especially those demonstrating the impact of Japan’s support.
