This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The GEF Small Grants Programme (SGP) is a corporate program of the Global Environment Facility that provides financial and technical support to local civil society and community-based organizations to develop and implement innovative local actions that address global environmental issues, while also improving livelihoods and reducing poverty. It is currently implemented by the UNDP, on behalf of the GEF partnership.

In Cambodia, SGP started in 2005 and since then has succeeded in funding and providing technical support for nearly 252 grant projects. Two current initiatives led by UNDP and implemented with support from SGP are of particular interest for this UNV assignment: • Climate Promise: it includes dedicate support line to pilot, promote, and scale up Indige-nous Peoples’ contributions to implementation of Cambodia’s climate commitments in the Agriculture, Forest and Other Land Use sector. • SDG Partnership in Sustainable Forestry: it seeks to leverage Korea’s experience in par-ticipatory community-based forestry and integration of reforestation activities with the lo-cal economy to provide policy options and capacity-building opportunities at both the na-tional and local levels.

Under the direct supervision of the National Project Advisor and guidance from the SGP National Coordinator, the UN Volunteer will undertake the following tasks:

  1. Project management • Support preparation of annual work plans for assigned projects. • Monitor implementation of assigned projects and lead preparation of progress reports. • Conduct periodic project monitoring field visits and provide technical and operational support and guidance to grantees as required. • Support organization of periodic stakeholder workshops and project development sessions for NGOs, CBOs and local communities, and other stakeholders to explain about SGP, and provide support to NGOs and CBOs in preparation of project concepts and proposals to ensure that individual projects fit with donors’ requirements. • Work closely and support the SGP National Coordinator and the National Steering Committee and its deliberations during the process of project proposal selection and approval, especially the initial appraisal of proposals and assessment of eligibility. • Support management of grant payments, maintaining the financial integrity of the programme, ensure effective use of project resources. • Support technical and administrative oversight of the project, including identification of delivery issues, project risks, and lessons learned. • Work closely with the SGP National Coordinator to report to the National Steering Committee on programme implementation status, including financial reporting, and update the relevant UNDP Quantum and SGP database. • Promote gender mainstreaming and apply human-rights based approaches in project implementation.

  2. Partnerships and resource mobilisation • Foster operational and policy linkages between assigned projects and the GEF SGP projects, planned or underway in the country, as well as those of other donors and development partners. • Identify opportunities for partnership and resource mobilization to promote programme’s scaling up and sustainability. • Establish and maintain close working relationships with stakeholders, advocate UNDP/GEF SGP policies, comparative advantages and initiatives, and ensure visibility. • Identify opportunities and areas eligible for UNDP/GEF-SGP support, and mobilize resources from the Government, donors and other partners to best leverage the UNDP/GEF-SGP resources. • Build and maintain an effective relationship with key partners and stakeholders. • Keep abreast of the national environmental and climate change concerns and priorities as well as the socio-economic conditions and trends as they relate to the two projects and assess their impact on SGP’s work and programme.

  3. Knowledge management • Assist in the preparation of UNDP/GEF SGP project/programme evaluation. • Document lessons learned and best practices from assigned projects and contribute to the overall lessons learned and best practices of UNDP/GEF SGP. • Raise awareness on the assigned projects. • Access UNDP’s world-wide and regional knowledge, distil best practices and facilitate their dissemination within CO and to counterparts and partners. • Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the UNDP/GEF SGP portfolio and project design process.

Results/expected outputs:

As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including sound implementation of assigned projects and achievement of their development objectives.

development cooperation, including programme/project management.

Experience in management of grants to NGOs/CBOs is an advantage.

Exposure to climate change and environmental issues.

Experience working with IP Organizations, local NGOs and CBOs (preferably on envi-ronment and climate change).

Experience in working with development organizations and government institutions is an asset.

Previous experience as a volunteer would be highly regarded.

Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer's service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
