This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Senior Technical Advisor, the UN Volunteer will undertake the following tasks:

Reporting

  • Conduct reporting needs assessments, maintain a reporting calendar and ensure that program and donor-funded project reporting processes are systemized;
  • Assist the Project manager in producing regular project reports consistent with results frameworks;
  • Ensure that progress reports are results oriented and submitted on time;
  • Provide feedback to the Peace and security team and ensure that results and lessons learned feed into the team’s analytical and project work (e.g. into decision-making process);
  • In liaison with the Communication and Oversight unit, prepare substantive reports and written contributions for annual donor reports; annual UNDP reports; monthly briefings; newsletters, fund raising efforts and other reporting needs;
  • In coordination with the peace and security experts and the Communication prepare a monthly briefing to be shared with the national counterparts; donors; UN country team; UNDP relevant offices;
  • In liaison with the Communication and peace and security experts, prepare a monthly briefing to be shared internally on all the relevant reporting, normative and policy documents to the Niger context, issued by local, national and international national institutions, relevant IGOs, NGOs and UN actors;
  • In liaison with project managers and M&E managers, verify data quality in the Atlas Project Management Module;
  • In collaboration with the M&E officer of the Governance unit, contribute to the collection and analysis of data on the effects and the preparation of the ROAR.

Monitoring and Evaluation

  • Assist the peace and security Team, as well as other projects operating within the peace and security portfolio, in the implementation of Monitoring and Evaluation frameworks included in relevant project documents: outcomes, outputs, activity indicators and data collection methods;
  • Provide technical advice to project management and staff to support the process of planning and monitoring of their projects and work plans to ensure the development of an effective M&E framework;
  • Monitor and assess progress towards overall results based on results framework and monitoring schedules;
  • Undertake frequent monitoring missions as requested by the Project managers;
  • Review audit reports prior to submission and support program audits as required by the field/country office;
  • Ensure the planning and the assessments of project management and other assessments of projects in consultation with the M&E officer of the Governance unit and the M&E Unit Niger;
  • Support the management of evaluations of the effects and other assessments at the level of the governance program.

Knowledge Transfer

  • Ensure that all project related information is properly shared with relevant partners in accordance with Results Based Management;
  • In liaison with the Communication and oversight office, organize the training of project staff and government staff on report preparation;
  • Ensure the active participation of project staff on report preparation;
  • Carry out or support research on specific topics, when needed, aimed at improving knowledge sharing;
  • In coordination with the Communication and oversight office, provide substantive analysis of field results, lessons learnt and best practices for dissemination to a wider audience including the donor community;
  • In coordination with the Communication and oversight Office, make sound contributions to knowledge networks and communities of practice.

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • The Reporting and Monitoring Officer will be based in Niamey, with frequent travel within the regions.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Diplôme d'études supérieures ou Mater en Relations internationales et actions.

Experience remark:

  • Suivre la mise en œuvre du PDES 2017-2021 (suivi des activités des pôles sectoriels, l’élaboration de leurs rapports, l’élaboration des rapports annuels de mise en œuvre du PDES, autres activités relatives au suivi de la mise en œuvre du PDES)
  • Appuyer l’élaboration des rapports annuels de mesure des progrès vers l’atteinte des ODD
  • Appuyer l’élaboration des rapports annuels nationaux et mondiaux sur l’IDH
  • Suivre les activités du Comité interministériel de suivi de l’IDH
  • Suivre les activités relatives à la coordination de l’aide au Niger
