  • Fluency in spoken and written Serbian and English
  • Understanding of humanitarian issues in Serbia and the region

About the job

The Danish Refugee Council (DRC) has opened the recruitment process for a National Post (with a Local salary scale) of the Project Officer - part tiem 50% within the UNICEF-funded project that DRC will implement. Project Officer will support the realisation of the cash-based interventions and other related project activities following DRC standards, methodologies and tools for cash-based intervention and in line with DRC and donor policies and guidelines.

Position: Project Officer-part time 50%

Period of engagement: 6 months

Reference: The Project Officer refers to the Head of Program/CD and works in close cooperation with the Project Coordinator and programme staff.

Specific duties and responsibilities:

  • Plan and implement cash-based interventions in coordination with the Project Coordinator;
  • Provide Humanitarian Cash Transfer support through the monthly distribution of Prepaid Debit Cards for persons of concern hosted in the government lead centers;
  • Plan and organize the assessment of potential project beneficiaries and the subsequent cash distributions, which includes, i.e., selecting a suitable distribution site, contacting beneficiaries, liaising with local stakeholders in coordination with the Project Coordinator;
  • Ensure that Protection principles and safety requirements are duly fulfilled on the field during assessments and distributions as well as ensure full compliance with DRC's code of conduct (transparency, accountability, independence) and cash assistance methodologies and procedures;
  • Provide beneficiaries with effective information and support available within the project;
  • Ensure effective communication throughout the process (from identification, registration, and verification to distribution) and ensure that feedback is collected and responded to;
  • Collect, register and store beneficiary data, ensuring the confidentiality of information collected/services provided;
  • Carry out the daily/weekly / monthly work plan in close coordination with the Project Coordinator;
  • Prepares all required documents for the realisation and follow-up of the project activities including reporting documents related to the carried distributions, progress reports and monitoring data;
  • Enter relevant data available and prepare payment requests upon verification of deliverables;
  • Prepare project informative and visibility material following the donor and DRC rules and procedures;
  • Prepare and publish electronic news stories related to the project activities and achievements on relevant web platforms;
  • Liaises with other departments (and in particular with Finance and Supply Chain) to follow up on cash assistance-related issues such as payments, procurement, etc.;
  • Monitor and evaluate the ongoing distribution and cash-based activities and report on unmet needs and gaps;
  • Any other duties as may be assigned by the Head of Program/CD;

Required skills and competences

Qualifications & experience;

  • Bachelor's degree in Social Sciences or another relevant field or 5 years of equivalent work experience in the NGO sector;
  • Experience in refugee/displacement programs implementing cash-based interventions, or other migration-based responses would be an asset;
  • Experience in community-based programming, coordination, and stakeholder analysis. Proven abilities in coordination within teams and with other stakeholders;
  • Prior experience in developing project documents, data collection and analysis, and project reporting;
  • Familiarity/prior experience with DRC’s persons of concern (including internally displaced persons, refugees, asylum seekers, migrants, and returnees) would be a distinct advantage.

  • Fluency in spoken and written Serbian and English;
  • Computer literacy (Microsoft Office, Internet);
  • Valid driving license;
  • An understanding of humanitarian issues in Serbia and the region;
