Background:

Please note that this position is funded under an Extra-Budgetary (ExB) Project and the contract duration of the selected candidate is from 01 February 2024 to 31 July 2024; extension of contract is subject to funding availability.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to international security and stability. The OSCE's role is twofold: a) to monitor economic and environmental developments among participating States, and alert them to any threat of instability, and b) to facilitate the formulation of economic and environmental policies and initiatives among participating States, to promote security. The Office currently comprises 22 staff members.

Tasks and Responsibilities:

The post is located in the Economic Governance Unit within the OSCE Secretariat’s Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA). It is an extrabudgetary (ExB) post within the project No. 1102564 on "Supporting anti-corruption efforts of the Government of Moldova" that is currently envisaged to last until 31 March 2027.

As Project Officer, you will serve as a focal point for the implementation of the said project and will be responsible for co-ordinating, maintaining and overseeing developments of the project activities and results.

More specifically, you will perform the following:

  1. Organizing and co-ordinating project activities, identifying target audiences for capacity-building events, workshops, trainings, conferences, and meetings. This includes preparing agendas, work programmes, background papers, information briefs for donors, and other related project documentation. Preparing procurement plans for delivery of specialized software and hardware as specified in the project proposal;
  2. Monitoring and expediting project implementation through discussions and correspondence with donors, counterparts in the Republic of Moldova, field visits, and analysis of project progress. Utilising information obtained as an input to corrective decision-making and revisions. Identifying target groups (government policy-makers, parliamentarians, NGOs, representatives from the business communities) that may contribute to the project activities and events;
  3. Overseeing preparation of administrative documents and background materials pertaining to the issues addressed by the Project activities. Preparing reports related to the implementation of the project, including interim and final progress reports for submission to the donor, project evaluation reports and briefing papers on project implementation;
  4. Fundraising for the project and maintain relations with funding sources. Identifying, reporting on and following-up on emerging sources of funding. Participating in negotiating and drafting agreements with bilateral and multilateral donors and implementing partners in compliance with the OSCE, donor and implementing partner requirements; monitoring the overall implementation of the agreements. Liaising with the Department of Management and Finance, the Conflict Prevention Centre and other departments (Legal services) as appropriate. Maintaining and developing a contact network of multi-lateral and bi-lateral donors, government officials, UN Agencies, International Financial Institutions (IFIs) , private sector and civil society;
  5. Overseeing the development of project activities and liaising with counterparts to facilitate their support and participation. Preparing terms of reference for the employment of consultants and implementing partners and monitoring the implementation of activities and submission of reports by the implementing partners and consultants. Overseeing the work of Assistant Project Officer and Project Assistant;
  6. Liaising with international, regional and national governmental and non-governmental institutions with the purpose of collecting and sharing information and co-ordinating activities in the area of preventing and combating corruption in the Republic of Moldova;
  7. Performing other duties as required.

Necessary Qualifications:

  • First-level university degree in international relations, political science, economics, law, social sciences, good governance, anti-corruption, public administration;
  • A minimum of six years of professional-level experience in economic governance and anticorruption;
  • Work experience in project development and management;
  • Experience in resource mobilization and fundraising;
  • Understanding of and experience in security-related economic governance issues, in particular anti-money laundering and anti-corruption issues;
  • Experience in carrying out analysis and conceptualization;
  • Established ability to take initiative and work in a team, to establish and maintain external partnerships as well as effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective;
  • Excellent oral and written communication skills in English; knowledge of the Russian and/or Romanian languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is around EUR 7,300, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
