The Project Officer- Our Rights, Our Lives, Our Future (O3 PLUS) will be responsible for supporting the Team Leader in the implementation and monitoring of the O3 PLUS project for the realization of positive health, education and gender equality outcomes for young people in Higher and Tertiary Institutions (HTEIs) in the Eastern and Southern Africa region particularly in Kenya, Tanzania, Zambia and Zimbabwe. S/he will be responsible for providing technical expertise on key thematic areas advancing comprehensive sexuality education (CSE) and access to Sexual and Reproductive Health (SRH) services for young people in HTEIs in the Eastern and Southern Africa region. S/he will contribute to the effective planning, implementation and monitoring of UNESCO’s work on Education for Health and Well-Being particularly in the HTEIs. Long Description ---------------- - **Orientation training, support and professional development** - Provide support to the O3 PLUS project programming at regional level. - Support recruitment and induction processes for O3 PLUS staff at regional and country level. - Assist in organizing and facilitating training for UNESCO field staff working on education under the O3 PLUS project. - Provide and/or organize technical support and mentoring for UNESCO field staff working on the O3 PLUS project. - **Programme and technical support** - Contribute to the implementation of regional education for health and well-being programmes in higher and tertiary education institutions, particularly supporting work on curriculum development and teacher training. - Support the institutionalisation of CSE and SRHR in HTEIs through policies and curriculum. - Support the region’s efforts to develop and implement national CSE frameworks in line with the revised International Technical Guidance on Sexuality Education. - Support the development of promising SRHR work undertaken by UNESCO in ESA, especially the work in the areas of comprehensive sexuality education, gender and school-related gender-based violence, supporting SRH responses in higher and tertiary institutions, young key affected populations and learners with disabilities - Assist in supporting the implementation of Global Indicators for monitoring education sector responses to education for health and well-being for young people in higher and tertiary education institutions. - Engage in joint programming and budgeting exercises with a wide range of partners in support of UNESCO's programme at regional level, with particular attention to the following focus areas: comprehensive sexuality education, young key affected populations, gender and, gender-based violence. Long Description ---------------- - **Planning, budgeting, M&E and reporting** - Support strategic planning and budgeting for UNESCO engagement in HIV and SRHR programming in ESA, in line with UNESCO’s commitments as a UNAIDS Cosponsor. - Identify opportunities for UNESCO, and planning for in-house capacity building as necessary to take advantage of these opportunities. - Assist in developing action plans and concrete mechanisms of collaboration with the Regional Economic Communities, such as SADC and the EAC. - Support monitoring of project expenditure in line with the approved budget, in liaison with relevant Harare, Nairobi and HQ colleagues. - Ensure timely narrative and financial reporting on elements from the regional programme and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate. - **Representation and partner relations** - Participate in appropriate regional forums, inter-agency meetings and thematic groupings as required. - Support UNESCO’s participation in regional structures and processes. - **Resource mobilization** - Identify funding opportunities and support the development of project/grant proposals, including the development of results assessment frameworks (log frames) and budgets. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework]( **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Master's or equivalent) in education, social sciences, public health, or closely related field. ***Work Experience*** - Minimum 4 years of relevant professional experience in the education field, of which preferably two years acquired at the international level. - Experience in leading projects designed to address sexual and reproductive health issues of young people in higher and tertiary institutions. - Experience in teacher training and/or curriculum development. - Experience in joint programming i.e. implementation of programmes in collaboration with other stakeholders; UN Agencies, government, CSOs, etc. - Experience in monitoring and evaluation of programme/projects in the field of education. ***Skills and competencies*** - Knowledge of sexual and reproductive health rights, HIV prevention programming for young people particularly those in higher and tertiary education institutions, and comprehensive sexuality education in the context of ESA. - Credibility and confidence, with strong representational and partnership building skills at country and regional levels, and with a wide range of partners including ministries of education, UNAIDS and cosponsors, donors, civil society. - Strong understanding of the region and development. - Excellent organizational, networking and partnership building skills. - A track record in resource mobilization. - Ability to manage budgets and report on implementation. - Strong strategic and analytical skills. - Excellent interpersonal skills, tact and diplomacy. ***Languages*** - Excellent knowledge (oral and written)of English. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Education*** - Academic or professional qualifications with a view to demonstrating experience and/or expertise both from an education and public health perspective, including in the areas of HIV and sexuality education, health education and related area. ***Skills and competencies*** - Professional knowledge and understanding of HIV programming in the education sector. - Extensive professional knowledge in HIV, with particular expertise in UNESCO’s key leadership and main partner responsibilities within the UNAIDS division of labour and familiarity with UNAIDS. ***Languages*** - Knowledge of regional languages. **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. For more information in benefits and entitlements, please consult [ICSC website.]( **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
