Support the Social Inclusion, Governance, and Migration Team as a Project Officer.
You have:
- Bachelor’s or postgraduate degree (e.g. in Social Sciences, Governance/Global Affairs, Law, International Humanitarian Law, International Relations, or Migration Studies).
- Minimum 5 years in policy/project management or development cooperation, with expertise in Migration and mobility.
- Fluency (C2 CEFR) in English and Arabic (written and spoken).
- Proficiency in MS Office (Word, Excel, etc.).
- Right to live and work in Egypt (non-Egyptians must provide a valid residence visa and work permit with their application).
We are seeking an experienced Project Officer to support our Social Inclusion, Governance, and Migration Team. The role involves policy advice, project management, stakeholder coordination, and administrative tasks under the general supervision of the Head of Cooperation. The successful candidate can be assigned different tasks based on the EU Delegation’s evolving needs.
Key Responsibilities
Sector/Policy Analysis
Support policy dialogue with stakeholders (Egyptian ministries/ authorities, EU member states, international financial institutions, private sector, development partners etc.).
Contribute to sectoral analysis and strategy development in migration/mobility.
Provide quality input into policy recommendations and implementation
Stakeholder Engagement & Representation
Under the supervision of the Head of Cooperation, work as key liaison with local counterparts in the Egyptian authorities, implementing agencies, civil society, on the whole cycle of migration / mobility in Egypt
Build and maintain an extensive network with peers from the EU member states
Coordinate with sectoral stakeholders (e.g., via working groups), prepare briefings, contribute to Headquarters missions.
Represent the Cooperation Section at external events (workshops, conferences) within the jobholder’s domain
Programme/Project Management
Assist in programming, identification, formulation, implementation, and appraisal of interventions in the area of Social Inclusion, Governance, and Migration TeamNegotiate legal agreements (e.g. Financing Agreements with Egypt, contracts with implementing partners).
Manage procurement processes: draft Terms of Reference, launch calls for proposals/tenders, negotiate contracts, etc.
Monitor project implementation: attend steering committees, track contractual obligations (reviews, audits, reports), and manage external expertise.
Evaluate projects and prepare progress reports with actionable recommendations.
Use EU IT systems (OPSYS, SUMMA, MIPS, ARES) after training; provide "operational visa" approvals on documents as required.
Contribute to horizontal tasks (annual reporting, financial forecasting, briefings).
Communication & Visibility
Contribute to visibility in coordination with the Delegation’s Communication Team.
Define and disseminate project results and contribute to policy messaging.
Extract and share best practices and facilitate knowledge exchange.
Assist in drafting reports, briefings, and speeches.
Document Management
Apply EU document management rules: register, file, and archive documents using EU systems (e.g., ARES).
Process and initiate documents as required.
Terms & Conditions
Contract Type: Local Agent (Group 1).
Gross Salary: €2,538/month (paid in Egyptian pounds at the monthly EURO exchange rate), commensurate with verified experience.

Eligibility Criteria (Mandatory)
Applicants must meet all the following:
Education:
Bachelor’s or postgraduate degree (e.g. in Social Sciences, Governance/Global Affairs, Law, International Humanitarian Law, International Relations, or Migration Studies).
Experience:
Minimum 5 years in policy/project management or development cooperation, with expertise in Migration and mobility. Field experience is an asset.
Solid representation and communication skills
Languages:
Fluency (C2 CEFR) in English and Arabic (written and spoken).
Technical Skills:
Proficiency in MS Office (Word, Excel, etc.).
Legal Status:
Right to live and work in Egypt (non-Egyptians must provide a valid residence visa and work permit with their application).
Selection Criteria (Desirable Assets)
Candidates will be evaluated based on:
Familiarity with EU institutions and procedures.
Prior experience in an international organisation, or civil society, or Embassy.
Knowledge of EU-Egypt relations (e.g., Association Agreement, Strategic and Comprehensive Partnership, migration policies).
Project cycle expertise: budgeting, financial reporting, and analysis.
Soft skills:

Organisational capacity, communication (oral/written), and negotiation skills.
