You have:

  • Minimum of Diploma/Higher Diploma/BSc in Community Health and Clinical studies, SRN, BSc Public Health, Community Health Officer or related field
  • At least 1-2 years working with District Health Management Team
  • Strong computer skills (i.e. Word, Excel, Outlook)
  • Knowledge of quality improvement approaches and tools
  • Strong skills in building a team, training, and on-the-job mentoring
  • Demonstrable experience working in a relatively similar position in an NGO setting
  • Demonstrable experience of M&E and beneficiary accountability
  • Excellent communication skills, both written and spoken, with good interpersonal skills and ability to communicate at all levels
  • Familiar with national health registers and DHIS2

TITLE: Project Officer

PROJECT/PROGRAMME: Integrated MNH + Child Health + Nutrition Project

GRADE: 4

CONTRACT LENGTH: 4 Months with Possibility of Extension

LOCATION: Pujehun

CHILD SAFEGUARDING:

The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context, all posts are considered to be level 3.

As part of these responsibilities, the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position-related responsibilities identified in the Child Safeguarding Policy.

ROLE PURPOSE

Integrated MNH + Child Health + Nutrition Project is funded by The Church of Jesus Christ of Latter-day Saints Charity. This project seeks to reduce maternal, neonatal, and child mortality, stillbirths and morbidity in Sierra Leone by strengthening the capacity of district health management teams and health care providers.

This position will support the government's efforts in healthcare system strengthening especially with a focus on RMNCAH + FP services at the district level. S/he will represent the project at district-level forums, meetings and consultations on policy and technical issues related to the project’s objectives. S/he will work closely with DHMT and health providers to utilize quality improvement tools to strengthen essential RMNACH+FP services. S/he will ensure the regular monitoring of indicators and coordinate with relevant stakeholders at the district and national levels.

Additionally, in the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: District Health Project Coordinator

Staff directly reporting to this post: None

Project Dimension: Support in the Planning, community mobilization, collaboration, training and orientation, monitoring and evaluation, provision of technical support and reporting.

KEY RESPONSIBILITIES

  • Ensure timely planning, implementation, regular monitoring, evaluation and documentation/reporting of the project outlined to line manager
  • Laise with the district Pharmacist to assess facility medical supplies need
  • Ensure drugs are supplied at the facility level
  • Ensure drugs are well stored at the facility level
  • Work with the District Pharmacist and Facility staff to ensure drugs are properly used for their intended purpose.
  • Work with DHMT and Facility staff to Pilot THINKMD App
  • Support the day-to-day operations of project activities–ensuring efficient coordination among various teams and with DHMT
  • Liaise with technical focal leads at the District Health Management Team and health care facilities staff to ensure functional coordination & collaboration with stakeholders to create an enabling environment at the facility level
  • Coordinate closely with other (internal and external) projects and teams in the district so as to integrate and address the issues of RMNCAH at the district level
  • Represent the project at district-level meetings in the absence of the District Health Coordinator
  • Prepare weekly and monthly reports and submit them to the line manager on a timely basis
  • Deliver high-quality results in line with the terms of reference agreed upon in advance
  • Comply with all relevant SC and SC Sierra Leone policies and procedures concerning child protection, gender, health and safety, equal opportunities and other relevant policies and procedures.
