CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

This position oversees emergency health and WASH interventions in project areas of Kayin State. The role also involves initiating and managing humanitarian responses based on the community's emerging needs. Under the supervision of the Area Operations Manager, with technical guidance from the Implementing Office (IO), and in close coordination with local stakeholders, the person in this role will ensure mothers and children receive appropriate care and treatment at the community level and facilitate access to specialized tertiary care for emergency patients as required, as well as the successful implementation of humanitarian responses and emergency WASH interventions.

Financial Approval: 5,000 USD

Travel: Frequent (over 6 days per month)

KEY AREAS OF ACCOUNTABILITY:

Project Delivery:

• Timely, efficient, and effective implementation of the community-based health activities in the assigned township.
• Implement project activities in accordance with the work plans and budgets.
• Provide supportive supervision visits to project villages and set up action plans for improvement.
• Monitor the quality and capacity of CBHWs in the project coverage area and participate in the planning and conducting process of need-based capacity-building.
• Organize, administer, and facilitate capacity-building of CBHWs.
• Coordinate with health facilities for the smooth emergency referral process.
• Oversee the implementation of water supply, latrine setup, sanitation, hygiene promotion, and temporary bathing facilities in IDP camps and relocation sites.
• Ensure immediate response to secondary impacts (e.g., flooding of IDP sites, AWD and water contamination).
• Coordinate with Supply Chain for timely procurement and delivery of emergency WASH and shelter kits.
• Together with the MEAL Officer, monitor project data, such as the volunteer reporting system, distribution lists, and referral records.
• Ensure that project resources are used optimally and that expenditures comply with organizational policies and guidelines.
• Provide the supervisor with sound explanations for any significant variance from the work plan and budget plan, together with proposed actions to remedy this situation.
• Prepare monthly progress reports to the supervisor and IO team.
• Represent SCI in coordinating with local authorities in their area of jurisdiction.
• Anticipate the emergency health response and humanitarian needs in the assigned area.
• Initiate the needs assessments in close coordination with the MEAL team and ensure the implementation of humanitarian responses.

Child Safeguarding Responsibilities

• Ensure that all beneficiaries of the program are receiving ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

QUALIFICATIONS, EXPERIENCE AND SKILLS

• Bachelor’s degree in health or public health-related degrees.
• At least 3 years experience in implementing development or humanitarian programs.
• Previous experience in Primary Healthcare Projects.
• Experience working on community-driven projects, supporting community structures and leaders to implement projects.
• Understanding of the local context of Kayin State and previous experience in a conflict setting will be an asset.
• Strong ability to work in a participatory way with different functional departments.
• Experience and knowledge of effective financial and budgetary controls for the grant.
• Ability and willingness to travel to remote areas as assigned.
• Ability to work under high pressure to meet tight deadlines.
• Computer proficiency, especially MS Word and Excel.
• Strong interpersonal and community development skills.
• Excellent communication skills in the local language will be an asset.
• Commitment to and understanding of Save the Children’s aims, values and principles
