Providing statistical and technical inputs for global, regional and funding mechanisms for education, the UIS enables the work of the UN Transforming Education Summit, the Global Education Cooperation Mechanism (GCM), G7, G20, etc. The UIS meets data needs for emerging priorities, for example, most recently, tracking and monitoring impact of the COVID-19 pandemic on education worldwide. The UIS maintains the most comprehensive education statistics database in the world – the official source of data of the UN system, used for various purposes, including for the SDG monitoring. Established in 1999, the UIS serves as UNESCO’s statistical agency. The UIS is focused on delivering cross-nationally comparable data for global, regional and development agendas, covering the fields of education, science, culture, and communication and information. The UIS assures the technical support for Member States to produce transformative data based on the 3 pillars (Standards and methodologies; Data production; Brokerage and outreach). The UIS vision, described in its 2022-2029 Medium Term strategy, is to serve the needs of Member States, ensuring that their policies and decision-making are informed by sound statistical information, that they can benchmark progress towards national and international goals, and learn from the experience of others. **Purpose** Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), and the direct supervision of the Head of Section (Education in Administrative Data), and in the context of the Institute teams, the incumbent shall take a lead in the implementation of the UIS work programme, in particular, to the main line activities of the UIS: Ensuring the maintenance and developments of ISCED classification systems and their related governance mechanisms and the maintenance and publication of information for SDG4 indicators (glossary, metadata etc.). He/She will lead the unit in providing an analysis and conceptualisation of methodological developments arising from UIS Education Surveys, and the development of guidance and communication materials for the system of indicators under the mandate of the Education Section. MAIN RESPONSIBILITIES AND TASKS ------------------------------- - Lead methodological activities and the development of new or improved statistical methods related to the collection, processing, analysis and dissemination of education data and indicators from administrative sources. - Undertake methodological work related to the development and maintenance of international norms and standards for the use of both administrative and household survey data, revise key classifications such as the International Standard Classification of Education (ISCED), oversee the production and updating of technical documentation and guidelines. - Oversee the development of estimation procedures and guidelines for countries and for the Institute in handling missing data in order to improve the coverage of key indicators. - Lead the development of a standard toolkit for use by and with countries to improve their capacity to collect and report internationally comparable data on education both from administrative sources and household surveys. - Lead work on the definition, documentation and production of disaggregated education indicators based on administrative data. - Provide guidance on the interpretation and use of indicators, including Key Performance Indicators (KPIs). - Provide advice on the methodological aspects of questionnaire design by UIS teams as well as on the planning, operation and evaluation of statistical programmes and projects. - Actively promote the integration of existing and new methodological standards into production processes through collaboration with internal and external stakeholders. - Contribute to the development of capacity building tools and activities in the education field. - Supervise the design, collection, processing and dissemination of data and metadata of international data collections, including the establishment of databases. Develop appropriate methods for obtaining the data. - Supervise the calculation and dissemination of education related indicators, the development of procedures regarding indicator checking and dissemination and manages teacher and literacy projections and other imputation procedures. - Manage the work of the Education Standards Unit, including developing work plans, providing technical guidance and support to staff, monitoring work progress against goals, undertaking performance assessment, providing feedback and coaching and managing leave schedules. The incumbent also supervises the work of external consultants. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - An advanced university degree in statistics or another discipline (such as mathematics, economics or similar) or in the fields of education or social sciences with a substantial applied statistics component or equivalent experience gained on-the-job. ***Work Experience*** - Minimum 4 years of progressively responsible relevant professional experience is required of which at least 2 years preferably at international level either within a UN or similar agency or in a Government Ministry or agency. - Experience in the development and use of statistical norms, standards, indicators and methodologies. - Experience in sampling principles (i.e., populations, sampling frames, sample size, different forms of sample designs and sampling error, weighting, estimation, imputation methods) and the impact these have on statistics produced and implications for collection and processing options. ***Skills and Competencies*** - Good understanding of all activities associated with the collection cycle, including broad statistical frameworks, classifications, standards and concepts which enhance the coherence and comparability of the data. - Knowledge of various data collection methods and instruments including their cost and resource implications, as well as the different data sources outlining their advantages, and the impacts the different methods will have on the data collected. - Proficiency in assessing sources of errors that affect the quality of statistics, including non-sampling errors such as interviewer and respondent error, and mitigation strategies which can be employed to minimize error. - Strong analytical and communication skills. - Proven ability to develop statistical norms,standards and indicators and to provide complex technical advice and guidance on their use. - Sound judgement and decision-making taking account of prevailing evidence and risks. - High level of proficiency in Excel and proven experience using one or more of these statistical software or programming languages: Stata, SAS, SPSS, R or Python. ***Languages*** - Excellent knowledge (written and spoken) of English. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Languages*** - Working knowledge of French. - Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish). **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. The approximate annual starting salary for this post is USD 82,282.
