Education, essential to achieve all of these goals, has its own dedicated Goal 4, which aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. The Education 2030 Framework for Action provides guidance for the implementation of this ambitious goal and commitments. UNESCO’s Capacity Development for Education (CapED) Programme is central on delivering this mandate. Created in 2003, CapED is an extra-budgetary funding mechanism and programme approach that functions as a delivery platform for the Education Sector in the framework of the SDG4-Education 2030 Agenda. With a capacity development approach focused on system strengthening, it supports least developed and crisis-affected countries in the design and implementation of education reforms that are essential for the achievement of national development priorities and the fulfilment of SDG4 commitments. As one of the priority countries of UNESCO’s Education Sector, Afghanistan is currently implementing the CapED Programme with a focus on youth employment and entrepreneurship through technical and vocational education and training (TVET) for peacebuilding, COVID-19 education response, advocacy and capacity development for SDG 4. Long Description ---------------- Under the overall authority of the Assistant Director-General for Education (ADG/ED) and the guidance of the Director of the Kabul Office, and direct supervision from the Head of the Education Unit, the incumbent will assist in the planning, implementation, and monitoring and evaluation of CapED activities in Afghanistan. This includes the following functions, but not limited to: - Plan, implement, monitor and evaluate activities, including preparing briefing papers, policy documents, studies/assessments, drafting terms of reference of consultancies and contractors to find appropriate expertise, monitoring and reviewing national technical assistants’, consultants’ and contractors’ work and supporting the enhancement of knowledge management and visibility of the programme’s outputs, including preparing advocacy articles and social media posts; - Coordinate programme implementation by supervising all administrative and budgetary aspects of the CapED programme in Afghanistan, including periodic reporting and budget monitoring and revisions; - Manage and adjust as needed work plans to address identified gaps and priority areas through close collaboration with national and international counterparts, including with a view to supporting gender equality; - Organize and coordinate events such as conferences, consultation meetings and seminars and other capacity development activities for diverse target groups according to the approved programme document and work plan and prepare and document minutes of key internal and external meetings; - Liaise, collaborate and maintain active presence in meetings and events with UNESCO's partners, including the Ministry of Education, the TVET-Authority, the National Statistics and Information Authority, the Ministry of Labour and Social Affairs, UN agencies, inter-governmental organizations, donor organisations, development banks, academic institutions, civil society organisations (e.g. NGOs, private sector), etc. in order to ensure a high level of responsiveness and collaboration in UNESCO’s technical assistance and the alignment of programme activities with ongoing initiatives and national priorities; - Provide necessary technical input and policy advice to programme areas relating to youth employment and entrepreneurship through TVET, COVID-19 education response, advocacy and capacity development for SDG 4; - Keep abreast of TVET, education data management and disaster response (particularly COVID-19) development in Afghanistan and in the region and identify best practices to advise the Ministry of Education, the TVET-Authority, the National Statistics and Information Authority, the Ministry of Labour and Social Affairs and relevant national stakeholders on the effective implementation of the programme; - At least two years of relevant work experience acquired at the international level in the field of education; and - Previous work experience in developing countries or crisis-affected contexts. ***Skills and competencies*** - Excellent understanding of development partners’ expectations and trends in the education sector; - Excellent project management skills, including results-based management, financial management, monitoring, evaluation and reporting; - Strong sensitivity and adaptability in post-conflict countries and diversity (culture, gender, religion, race and nationality); - Integrity, reliability and sense of commitment in the execution of duties; - Excellent coordination and organizational skills; - Good analytical and problem-solving skills; - Excellent interpersonal and communication skills, including the ability to draft clearly and concisely;
